The Lambeth Together Care Partnership met on Thursday 8 January 2026 to discuss progress on health and care initiatives across the borough and to plan for the upcoming year. Key decisions included the approval of the draft priorities for the 2026/27 business plan and the ratification of decisions made by the Primary Care Commissioning Committee.
Place Executive Lead Update
Andrew Eyres, Corporate Director for Integrated Health and Adult Social Care at Lambeth Council, provided an update on key developments. He highlighted the ongoing progress of the 'Our Health, Our Lambeth' health and care plan, which focuses on shifting care from hospitals to communities, prioritising prevention, and embracing digital solutions. The development of Integrated Neighbourhood Teams (INTs) was a significant focus, with the first iterations expected to roll out from April 2026. The report also detailed progress in areas such as the Tobacco Control Plan, the 'Vaccination in New Spaces' programme, and the Lambeth, Southwark, and Lewisham Sexual Health Alliance. Discussions also touched upon the reform programme for Integrated Care Boards (ICBs), with a proposed clustering arrangement for South East London (SEL) and South West London (SWL) ICBs. The 'Board on the Bus' initiative, which brings health advice directly to residents, was also mentioned, with feedback from community engagement informing board discussions. Winter planning efforts and vaccination uptake were also reviewed.
Staying Healthy: NHS Health Checks Update
The board received an update on the 'Staying Healthy' programme, focusing on NHS Health Checks. Bimpe Oki, Consultant in Public Health, presented the progress report, outlining activities to deliver NHS Health Checks as part of the 'Our Health, Our Lambeth' plan. The board was asked to consider preliminary findings from Department of Health and Social Care pilots, including 'Health Checks at Work' (HAWK) and 'Health Checks online'. The HAWK pilot reached a significant number of residents, with early findings suggesting it proportionately reached more Asian and Black ethnic groups compared to the general Lambeth population. The 'Health Checks online' pilot indicated that a majority of users could successfully complete the check, with early trends suggesting individuals from areas of higher deprivation were more likely to start the online service. The report also detailed proposed priority groups for health checks in 2026/27, including men, socio-economically deprived individuals, and Black and minority ethnic communities, with a focus on clinical indicators such as blood pressure, alcohol consumption, smoking status, BMI, and cardiovascular disease risk.
Business Planning 2026/27
Warren Beresford, Associate Director of Health and Care Planning and Intelligence, presented the draft priorities for the 2026/27 business planning round. The board was asked to approve and provide feedback on these draft priorities, which aim to improve local health and care services and achieve the best possible outcomes for residents within available resources. The plans are being developed to align with the South East London (SEL) 5-Year Strategic Commissioning Plan and will form the basis of the refreshed Lambeth Together Health and Care Plan. The Population Health Improvement Plan outlines ambitions for residents to lead healthy lives, receive early diagnosis and support for physical and mental health conditions, and have access to joined-up, neighbourhood-based care. The Neighbourhood Delivery Plan details actions to develop neighbourhood footprints, ensure access to general practice, improve the primary-secondary care interface, establish Integrated Neighbourhood Teams (INTs), and improve planned care in the community. The board was asked to note the timeframes for the business planning round.
Lambeth Primary Care Commissioning Committee Update
Jasmina Lijesevic, a Lay Member of the Lambeth Together Care Partnership Board, presented an update on the Primary Care Commissioning Committee (PCCC). The board was asked to ratify decisions made at the PCCC meeting on 19 November 2025. Key decisions included the approval to extend the modular building hire for Waterloo Health Centre for an additional five years, with a three-year break clause. An uplift of 16.5% was approved for the Specialist Allocation Service contract to address rising costs. The PCCC also approved clinical cover for Protected Learning Time (PLT) for 2025/26 and the commencement of market testing for future commissioning, alongside investment in Practice Manager Forums. A decision was made to convert the Pavilion Practice APMS contract to a PMS contract via competitive tender, with further patient engagement and market testing to inform the final decision. The PCCC also approved actions regarding an APMS Care Home Provider contract breach with Lambeth Healthcare Ltd. The committee also received updates on workforce, primary care finance, performance, community pharmacy services, NHS Health Checks, enhanced access, and a renal and cardiometabolic pilot.
Lambeth Together Assurance Update
Jasmina Lijesevic also presented an update from the Lambeth Together Assurance Group (LTAG). The board was asked to note the report from the LTAG and the associated Integrated Assurance Report presented on 25 November 2025. The LTAG meeting focused on three key outcomes from the 'Our Health, Our Lambeth' health and care plan: immunisation against vaccine-preventable diseases, early diagnosis and support for physical health conditions, and mental health support services. Detailed updates were provided on interventions and impact measures for these outcomes. The Integrated Assurance Report, which provides assurance on the wider delivery of the Lambeth Together Health and Care Plan, risk, and finance, was also reviewed. Key headlines from the Health and Care Plan included progress on health checks, community connections, vaccination uptake, mental wellbeing, sexual health, long-term condition management, and integrated neighbourhood care. The report also highlighted financial positions for South East London ICB (Lambeth) and Adult & Social Care, noting an £8m underlying pressure in the latter.
