The Licensing Committee of Carmarthenshire Council met on Tuesday, 20 January 2026. The committee considered several applications for Hackney Carriage/Private Hire Dual Driver's Licences and appointed members to Licensing Sub-Committees.
Appointment of Licensing Sub-Committees
The committee unanimously approved the composition of Licensing Sub-Committees A
and B
for the 2025/26 Municipal Year. Sub-Committee A
will consist of Councillors Michelle Beer, Mansel Charles, Peter Cooper, Suzy Curry, Alex Evans, Tyssul Evans, and Ken Howell. Sub-Committee B
will comprise Councillors Michael Cranham, Dot Jones, Hefin Jones, Jean Lewis, Dorian Phillips, Elwyn Williams, and Kevin Madge. Three members will be drawn from each sub-committee on a rotational basis for any given meeting.
Hackney Carriage/Private Hire Dual Driver's Licence Applications
The committee considered several applications for Hackney Carriage/Private Hire Dual Driver's Licences.
Mr Glyndwr Phillips: The committee unanimously resolved to grant Mr Phillips' application for a renewal of his licence with a warning as to his future conduct. This decision followed a recommendation from the Senior Licensing Officer and consideration of historic information provided by the Police Authority representative.
Ms Susan Maureen Higgins: The committee unanimously resolved to grant Ms Higgins' application for a renewal of her licence with a warning as to her future conduct. This decision was made after the committee interviewed Ms Higgins and considered the recommendation of the Senior Licensing Officer.
Mrs Chloe Marie Bowen: The committee unanimously resolved to issue Mrs Bowen with a final warning as to her future conduct. This decision was made after Mrs Bowen was interviewed regarding issues that had arisen concerning her licence, and the Senior Licensing Officer recommended a final warning. The committee retired into private session to receive legal advice before making its decision.
Mr Paul Stuart Griffiths Williams: The committee unanimously resolved to grant Mr Williams' application for a Hackney Carriage/Private Hire Dual Driver's Licence with a warning as to his future conduct. This followed an interview with Mr Williams regarding issues raised by the Senior Licensing Officer, and consideration of information from the Dyfed Powys Police.
Miss Samantha Jayne Brace: The committee unanimously resolved to refuse Miss Brace's application for a Hackney Carriage/Private Hire Dual Driver's Licence. The Senior Licensing Officer had recommended refusal, and the committee, after interviewing Miss Brace and receiving oral representations from the Dyfed Powys Police representative, concluded that the applicant was not a fit and proper person to hold a licence. Councillor Dot Jones, who had declared a personal interest as the driver's grandmother, re-declared her interest and left the meeting before this item was discussed.
Exclusion of the Public
The committee resolved to exclude the public from the meeting during the consideration of specific items due to the presence of exempt information, as defined in paragraph 12 of Part 4 of Schedule 12A to the Local Government Act 1972. This was done to protect the privacy of individuals involved in the licensing applications.
