The Audit and Risk Committee of Islington Council was scheduled to consider a range of financial and governance reports. Key items included the interim internal audit report, the council tax base, draft budget proposals, and annual governance statements.
Draft Budget Report
A significant portion of the meeting was scheduled to be dedicated to the draft budget report for 2026-27, following the council's settlement. This report, which spans over 150 pages, would have been presented alongside the Medium Term Financial Strategy for 2026-27 to 2030-31. The agenda indicated that the committee would review new general fund savings proposals, previously agreed savings, and general fund management actions for the upcoming financial years.
Internal Audit and Governance
The committee was set to receive the 2025-26 Internal Audit Interim Report, which included appendices detailing findings and recommendations. Alongside this, the Annual Governance Statement Mid-Year Review was scheduled for discussion, providing an update on the council's governance arrangements.
Financial Reviews and Reports
Several reports concerning the council's financial standing and management were on the agenda. These included the Council Tax Base Report and CF Forecast for 2026-27, which would have detailed the projected tax base for the borough and specific areas like Lloyd Square1. A Treasury Management Mid-Year Review was also planned, alongside the Year End Report for the Council and Pension Fund for 2024-25. The Auditors' Annual Report for 2024-25 was also listed for consideration.
Polling Places Review
The committee was scheduled to review the Arsenal Polling District and Polling Places. This would have involved an examination of the existing arrangements within the Arsenal ward to ensure they meet legal requirements and are accessible for voters.
