The Budget and Performance Committee of the Greater London Authority Council met on Monday 26 January 2026 to discuss the 2026-27 Greater London Authority Group Budget. The 2026-27 Greater London Authority Group Budget
The committee received background information on the Mayor of London's draft 2026-27 Budget proposals, with invited guests including the Mayor himself, Sir Sadiq Khan, David Bellamy (Mayor's Chief of Staff), and Fay Hammond (Chief Finance Officer, GLA). The committee noted the report and the subsequent discussion, delegating authority to the Chairman to agree any output arising from the meeting. A specific point of discussion was the consolidated climate budget related to Transport for London (TfL), with a request for clarification on the incremental costs associated with achieving net zero carbon emissions by 2030 compared to 2050.
Payments Over £250
The committee noted a report detailing payments over £250 made by the Greater London Authority (GLA) and its subsidiaries, GLA Land & Property Ltd and London Power Corporation Ltd, during the period from 14 September 2025 to 6 December 2025. This report, which excludes certain categories of payments such as staff salaries and intercompany transactions, totalled £519 million for the third quarter of the year.
Actions Taken Under Delegated Authority
The committee was asked to note recent actions taken by the Chairman under delegated authority. These actions included agreeing, in consultation with party Group Lead Members, to send letters to the Mayor of London concerning the 2026-27 Greater London Authority Group Budget for both the Mayor's Office for Policing and Crime (MOPAC) and Transport for London (TfL).
