A draft five-year plan for the Cornwall and Isles of Scilly Integrated Care Board (ICB) is set to be reviewed, with a focus on how it aligns with the local Health and Wellbeing Strategy. The meeting will also provide an opportunity for public questions relating to the agenda.

Draft ICB 5-Year Plan

The primary focus of the meeting is the review of the draft five-year plan for the Cornwall and Isles of Scilly Integrated Care Board (ICB). The report pack indicates that the plan aims to outline how the ICB will commission services to improve population health and healthcare over the next five years, aligning with the NHS 10-year plan.

The draft plan proposes a shift in healthcare delivery, moving from hospital to community, with more care provided at home or in local community facilities. It also advocates for a move from analogue to digital, utilising new technology to improve care timeliness and patient management, and a transition from sickness to prevention, with a focus on proactive care to prevent crises and reduce the impact of diseases.

A life-course approach is central to the plan, with ambitions and commissioning intentions set out for three key stages: Starting well for children and young people aged 0-24, Living well for people of working age (25-64), and Ageing well for our older population (65+).

For children and young people, the plan includes support for those with complex medical and social needs, mental health issues, or special educational needs and disabilities, as well as efforts to address childhood obesity and improve waiting times for assessments.

In the Living Well section, the plan details intentions to reduce the impact of mental health conditions on working-age adults, expand psychological therapies, and support people with health barriers to work. It also outlines plans for proactive identification of individuals at risk of long-term conditions and the expansion of mental health crisis alternatives.

The Ageing Well section focuses on providing joined-up, personalised care for older people with long-term conditions or frailty, aiming to prevent and delay frailty and ensure hospital care is only used when clinically essential. This includes plans for community-based urgent care, such as mobile response vehicles and 'Hospital at Home' virtual wards.

The report pack indicates that members of the Committee in Common will be asked to provide feedback on the draft plan and confirm that it takes proper account of the Health and Wellbeing Strategy. A statement to this effect will be included in the final ICB 5-year plan if agreed.

Public Questions

The agenda also includes a slot for public questions. Members of the public have the opportunity to ask questions relating to items on the agenda, with a fifteen-minute period allocated for this purpose. Questions must be submitted to the Monitoring Officer by 12 noon on Thursday, 29 January 2026.
