Licensing Act 2003: Shrimp and Wings, 127 Queens Road, London SE15 2ND
The sub-committee is scheduled to consider an application for a premises licence for Shrimp and Wings, located at 127 Queens Road, London SE15 2ND. The application is for a restaurant with less than 45 seats, two toilets, and a kitchen. The proposed operating hours include the sale of alcohol from 7am to midnight daily, with late-night refreshment and recorded music extending to 11:30pm.
The application has received representations from responsible authorities, including Trading Standards and the Metropolitan Police Service, who have since withdrawn their objections after agreeing on certain conditions with the applicant. However, five representations from other persons remain outstanding. These representations primarily concern the potential for public nuisance and crime and disorder due to the proposed late operating hours and the proximity to residential properties. Concerns have also been raised about noise levels and potential anti-social behaviour. The sub-committee will also consider an application for a premises licence for Flavr Street Food & Bar, located at Arch 37, America Street, London SE1 0NJ. The premises is described as a food hall and bar situated within a railway arch, in an area noted as predominantly commercial. The initial application proposed operating hours until 1am on Thursdays, Fridays, and Saturdays, with recorded music and similar entertainment extending to these times.
This application has generated significant interest, with representations received from responsible authorities, including Trading Standards, the Metropolitan Police Service, and the Environmental Protection Team. Additionally, seventeen representations have been submitted by local residents. The police and Trading Standards have withdrawn their representations after agreeing on conditions with the applicant. However, the Environmental Protection Team and the local residents' representations remain outstanding. Key concerns raised by objectors include potential public nuisance from noise, crime and disorder, and the impact on residential amenity, particularly given the proximity of residential properties. There are also concerns about the proposed hours exceeding those stipulated in the existing planning permission for the arches, which were set to safeguard residential properties. The report highlights that the premises are located within the Borough and Bankside Cumulative Impact Area3.
