Summary

Open Council Network is an independent organisation. We report on Lewisham and are not the council. About us

The Public Transport Liaison Forum met to discuss updates from transport providers, address resident concerns, and review public transport performance. Key decisions included the planned installation of a shelter at Sydenham Station's Bus Stop G by summer 2026 and the ongoing review of the SL4 bus route.

Southeastern Railway and Network Rail Updates

William, representing Southeastern Railway and Network Rail, provided an update on their integrated management team, which aims to improve punctuality, reduce cancellations, and grow revenue to lessen taxpayer subsidy. He highlighted that customer satisfaction is currently at 87%, with a target of 90%. Performance data showed 86.5% of trains arriving within three minutes of schedule during the period of 4 January to 1 February 2026, with cancellations at 1.8%, below the 2% target.

Technological advancements were discussed, including the deployment of 34 thermal cameras on trains to detect infrastructure faults early, and the use of drones to verify trespass incidents more quickly. Infrastructure investment includes a £1.35 billion programme across the southeast, with significant renewals at Dartford and signalling upgrades in the Lewisham area.

Regarding rolling stock, Southeastern Railway is in the procurement process for new trains to replace the older Class 465 fleet, with orders expected in the coming months, aiming for delivery by mid-2026. Existing fleets, such as the Class 376, have received exterior refreshes, and interiors are being upgraded with new lighting, seats, and USB charging points. Station investments have been made across several Lewisham stations, including Blackheath, with a £28 million accessibility transformation underway at Hither Green station.

Councillor Aliyah Sheikh raised concerns about overcrowding at Lewisham Station due to new housing developments and asked if train services would increase with the fleet replacement. William explained that the decision on new rolling stock capacity rests with the Department for Transport, but that Southeastern aims for a growing railway that can cater to future demand. He also addressed concerns about station upkeep, noting that bins would be installed to prevent rubbish build-up.

Stagecoach Update

Nick Hill from Stagecoach reported that the company is transitioning its fleet to electric vehicles, aiming for full electrification by 2030. He reiterated Stagecoach's request for a minimum of 12 weeks' notice from the council for road schemes to allow for service mitigation. Councillor Louise Krupski raised concerns about speeding buses and potential damage to cars on Sandhurst Road. Nick confirmed that buses are monitored via a green road system, and any drivers identified as speeding are formally addressed. He also noted that upcoming road calming measures, referred to as pinch points, should help alleviate issues.

GoAhead Update

Angeline Verrillo from GoAhead confirmed that electrification works are progressing at the New Cross Garage, with plans to introduce electric vehicles on routes such as the 171 and 172. She committed to providing an update on the precise completion date for these works.

Govia Thameslink Railway (GTR) Update

Martin Darby from Govia Thameslink Railway (GTR) provided an update on the signalling fault between London Blackfriars and London St Pancras, which caused significant disruption in December. A proposal for a secondary signalling system has been funded and will be installed between Blackfriars and Farringdon later this year to minimise future disruption. GTR reported improved performance on Thameslink services in December and January, with punctuality and cancellation rates meeting targets. However, further work is ongoing to enhance the service. GTR is also developing a business case for additional trains to improve services through Catford and is proposing to extend the off-peak Thameslink service through to Wellingarden City next year.

Transport for London (TfL) Update

Josh Freestone from TfL provided an update on TLRN (Transport for London Road Network) enforcement. A new contract for civil enforcement has been awarded, replacing the Metropolitan Police's involvement, and is expected to operate from the next financial year with a pan-London approach. The Metropolitan Police's new operating model will focus on speed enforcement, illegal parking, drink and drug driving, and distracted driving. TfL has committed to sharing speed and enforcement data for priority locations, including Verdant Lane, Sandhurst Road, and Sangley Road, with Lewisham officers.

Councillor Aliyah Sheikh raised concerns about the safety of pedestrians, particularly children and the elderly, at the junction of Lewis Grove, Lewisham High Street, Belmont Hill, and Lee High Road, requesting a formal pedestrian crossing. Josh acknowledged the complexity of the junction and stated that detailed traffic modelling would be required. He later clarified that a concept design exists, but further modelling is underway. Councillor Louise Krupski highlighted the significant bus traffic at this junction and urged TfL to prioritise safety over bus timings, especially with the potential introduction of a cycle route.

Councillor Sian Eiles queried the response regarding an accessible entrance at New Cross Gate Station, noting that some stations have open entrances with minimal security. Josh explained that the station's layout presents significant constraints, including insufficient space for a second entrance and revenue protection risks.

Councillor Liam Curran inquired about the placement of a shelter at Bus Stop G in Sydenham Road, and TfL confirmed that a shelter is planned for installation by summer 2026.

Regarding the proposed extension of bus route 63 to Honor Oak Park Station, TfL stated that it would require three additional buses, costing up to £1 million per annum, and that there would not be sufficient patronage to justify the expenditure, especially as the P12 route already connects the two areas.

TfL presented an overview of public transport performance in Lewisham, noting that while overall bus ridership is down across London, Lewisham retains strong figures compared to other South London boroughs. The presentation detailed performance metrics for high and low-frequency bus routes, as well as customer satisfaction survey results, which indicate a generally positive user experience. Data on crime and anti-social behaviour on buses in Lewisham was also provided, with 300 incidents reported between 2020 and 2026.

Other Matters

Councillor Louise Krupski raised concerns about the A2, particularly the Amersham Gyratory, citing issues with speeding traffic and overall safety for pedestrians and cyclists, exacerbated by a recent fatal collision in New Cross Gate Ward. She highlighted the lack of cycle routes and high pollution levels. The TfL representative acknowledged the concerns and the tragic fatality, committing to raise the issue again. Councillor Krupski also expressed frustration that safety measures are being put on hold due to potential future large-scale projects, citing a death on Catford Bridge and the risk to students at Goldsmiths, University of London.

Josh Freestone announced that this would be his last meeting with TfL, and that a handover process has begun.
