The Planning Committee of Carmarthenshire Council met on Thursday, 12 February 2026, to determine a series of planning applications and review service performance. The committee approved five planning applications, including residential developments and extensions, while refusing three applications for Houses in Multiple Occupation (HMOs) due to concerns about intensification and impact on local amenity. The committee also noted the Planning Service Performance Report for Quarter 3 and the Appeals Report.
Planning Applications Determined
The committee considered a number of planning applications, with the following outcomes:
Applications Approved:
- W/36561: Residential development at Land to the rear of Heol Y Meinciau, Pontyates, SA15 5SN. This application for reserved matters to an outline permission was approved. Councillor W.T. Evans, Chair of the committee, declared an interest as a family friend of an objector and left the chamber during its consideration. Councillor J.M. Charles presided as Vice Chair for this item.
- W/39561: Proposed two bungalow dwellings at Plots 16 and 17, Cysgod Y Coed, Cwmann, Lampeter, SA48 8DN. This application for full planning permission was approved.
- PL/09058: Retention of a new dwelling at Golwg Y Mynydd, Dynevor Road, Garnant, Ammanford, SA18 1NP. Councillor M. Thomas left the meeting during the consideration of this application.
- PL/10057: Erection of two mobile double field shelters and hardstanding at Land adjacent to Nelson Cottage, Llangadog, SA19 9LE. This application was approved despite objections regarding biodiversity loss and inaccurate statements in the Green Infrastructure Statement. Councillor D. Nicholas had left the meeting prior to its consideration.
- PL/10262: To extend the existing dwelling at Glynrhos, Black Lion Road, Cross Hands, Llanelli, SA14 6SA. This application, a resubmission of a previously refused proposal, was granted approval contrary to the officer's recommendation. The committee deemed it to be in accordance with Policy GP6 and the Well-being of Future Generations (Wales) Act 2015, subject to conditions. Councillor D. Thomas, the local member, spoke in support of the application.
Applications Refused:
- PL/00895: Rural Enterprise Dwelling with associated Agricultural Shed at Land at Derwen Fawr, Crugybar, Llanwrda. The determination of this application was deferred as the committee was not quorate.
- PL/08581: Temporary siting of a static home for 2 years at Ty Cilgawod, Caio, Llanwrda, SA19 8PG. This application was withdrawn by the applicant.
Applications Deferred:
- PL/00895: Rural Enterprise Dwelling with associated Agricultural Shed at Land at Derwen Fawr, Crugybar, Llanwrda. The committee was not quorate to determine this application.
Planning Service Performance
The committee received and noted the Planning Service Performance Report for Quarter 3 (October to December 2025). The report detailed performance indicators for Development Management and Enforcement, including the determination of planning applications, appeals, and enforcement cases. Key findings indicated that overall performance in determining planning applications met or exceeded targets, with a strong cumulative performance in the determination of major and householder applications. However, the report highlighted challenges in the timely determination of statutory pre-applications and a higher than target percentage of member decisions made against officer advice. Enforcement performance showed mixed results, with timely investigation of cases but delays in taking positive action.
Appeals Report
The committee considered the Planning Appeals Report, which provided an update on appeals lodged, appeals in progress, and appeals determined between 26 November 2025 and 1 February 2026. The report noted a backlog of new appeals awaiting validation and prioritisation by Planning and Environment Decisions Wales (PEDW). The committee resolved to note the report.
Minutes of Previous Meetings
The committee resolved to sign as a correct record the minutes of the meetings held on 4 December 2025 and 16 December 2025.
