The Licensing Sub Committee A of Islington Council met on 11 February 2026 to review the premises licence for The World's End pub. After hearing representations from a resident, the licensing authority, and supporters of the pub, the committee decided to grant the licence with revised conditions.
The World's End Premises Licence Review
The subcommittee reviewed the premises licence for The World's End, located at 21-23 Stroud Green Road, London N4 3EF. The primary focus of the review was public nuisance, specifically noise and vibration issues.
A resident, Axel, presented concerns regarding noise and vibration emanating from the pub, particularly impacting his flat. He detailed a history of complaints, including a Section 80 abatement notice served in October 2025, and presented noise reports commissioned by his acoustic consultants. Axel argued that despite some voluntary measures taken by the pub, a statutory nuisance persisted. He highlighted that noise levels of 93 dBA had been recorded, and that the pub had been operating past midnight without a comprehensive insulation scheme.
The licensing authority also presented its concerns, noting that while many aspects of the updated operating schedule had been agreed upon, there were still disagreements regarding conditions 19 and 20, which relate to acoustic aspects and noise issues. They confirmed that enforcement action had been taken previously, and that a statutory nuisance was witnessed on 26 September 2025.
In support of the pub, several individuals spoke about its importance to the local community. Ellen Quirk, a resident, stated that she did not experience noise issues and found the pub to be a vital social hub that contributed positively to her mental health. Temina Walker, another resident, emphasised the pub's role in fostering community, particularly for those new to the area, and highlighted its welcoming atmosphere and its significance as a live music venue. Joe Meikle, founder of Finsbury Park Focus, spoke about the pub's contribution to the local economy and culture, noting that it was the only live gig venue left on the Islington Council side of Finsbury Park. He stressed the importance of supporting local businesses and finding common ground for the collective good of the community.
The applicant, representing The World's End, acknowledged the concerns raised and presented an updated operating proposal, which included measures such as disconnecting and repositioning speakers, removing surround sound speakers, and limiting amplification to front-facing speakers. They argued that the service of an abatement notice did not definitively prove a statutory nuisance, as it had been appealed and was subject to ongoing proceedings. They also highlighted that the police were not present, suggesting a lack of serious disorder.
Following deliberation, the subcommittee decided to grant the premises licence with revised conditions. The decision was made with consideration of the licensing objectives, particularly the prevention of public nuisance. The full reasons for the decision and any conditions attached to the licence would be provided in writing within five working days. The subcommittee strongly advised all parties to adhere to the revised conditions in the interim.
