The Greater Lincolnshire Combined County Authority met on Wednesday 25 February 2026. The Authority noted the Q3 budget positions and considered its budget for 2026/27 and its draft Medium-Term Financial Plan (MTFP) for 2026/27. Alongside the MTFP, the Authority considered its Treasury Management Strategy, Treasury Management Practices, and Treasury Policy Statement. Recommendations regarding changes to the Adult Skills Funding (ASF) rules were considered, following a public consultation. The Authority considered the proposal to reintroduce a two-year residency requirement for eligibility for free or subsidised training and the proposal to end funding for English for Speakers of Other Languages (ESOL) qualifications through the ASF from August 2027, with implementation delayed to August 2027. The Authority approved the delegation of transport functions to its constituent authorities, effective from April 1st, 2026. New governance arrangements for the Humber region were considered, including the amendment of the constitution to create the Mayoral Humber Growth Board and support for an open recruitment process to establish a Humber Business Forum. The Humber Economic Strategy was considered for endorsement by the Authority. A recommendation was made to approve the appointment of Joelle Davies to the permanent post of Director of Strategy and Operations, subject to pre-employment checks. Several amendments to the Authority's Constitution were considered to reflect operational changes, including the end of the transition period, the establishment of the Humber Growth Board, and updates to officer titles and schemes of delegation. The terms of reference for the newly established Innovation Panel were also considered for insertion into the Constitution. Authority was delegated to the Chair of the Economic Advisory Panel to seek further members with expertise in UKIFS/STEP and international relations.
