He stated that the music was run through a noise limiter set by the Environmental Health team and that the area suffered from street drinkers, not solely patrons of Macan Lounge. Mr Donne conceded that some breaches had occurred, particularly regarding patrons consuming alcohol outside, but argued that revocation was too severe a penalty. He proposed modifications to hours and activities as an alternative.

Councillor Donna Harris detailed a pattern of poor behaviour and management, citing numerous complaints from residents about excessive noise, particularly from loud, bass-heavy music, often beyond licensed hours. She noted that warnings had been issued previously, but the issues persisted. Residents Erin Golding, Bojan Ristanovic, and Jonathan Vall corroborated these claims, describing severe sleep disruption, intimidation, and antisocial behaviour linked to the premises. Matthew Onakoya from the Environmental Health Team testified to experiencing obstructive behaviour from staff during an inspection on 29 November 2025, and noted 22 noise complaints logged between March and December 2025. PC Dave Watson of the Metropolitan Police also supported the review, detailing an intervention meeting with Mr Okoye where breaches were admitted, but subsequent observations indicated continued non-compliance.

The Sub-Committee considered the evidence and concluded that the premises had failed to promote the licensing objectives of the prevention of crime and disorder, public safety, and the prevention of public nuisance. They found that the approach of using TENs to override licensing conditions demonstrated a lack of responsibility and an evasion of compliance. The obstruction of licensing officers further undermined the licensing objectives. Consequently, the Sub-Committee determined that revocation of the licence was the most appropriate course of action.
