The Planning and Development Control Committee of Leicester City Council met on Wednesday, 4 March 2026, to consider several planning applications. The committee approved three planning applications: for a change of use and installation of an extraction flue at 172 Fosse Road North, for the construction of five flats at 20a Vulcan Road, and for a single-storey extension and alterations at 38 South Kingsmead Road.
172 Fosse Road North
Permission was granted for a change of use from a shop to a restaurant and hot food takeaway, with the installation of an extraction flue at the rear. The application, which had received seven objections, was approved subject to conditions. These conditions included the flue being constructed in matching bricks, adherence to odour and noise mitigation measures detailed in submitted assessments, restrictions on operating hours to between 07:30 and 23:00 daily, and the provision of a designated bin storage area. The decision was made in accordance with the council's Core Strategy and Local Plan policies, aiming to balance the vitality of local centres with the protection of residential amenity.
20a Vulcan Road
The committee approved the change of use of former public open space to five dwellinghouses, with the construction of a two-storey building containing five one-bedroom flats. This application had faced seven objections from local residents concerned about the loss of light, increased parking pressure, and the scale of the development. The approval was granted with conditions, including the submission and approval of external materials before construction, obscure glazing for specific windows, and the installation of noise and ventilation measures. Conditions also covered cycle parking, the implementation of a Sustainable Drainage System (SuDS), and the provision of swift boxes and bat bricks to enhance biodiversity. The decision acknowledged the need for housing while seeking to mitigate impacts on neighbouring properties.
38 South Kingsmead Road
Permission was granted for the demolition of a garage, construction of a single-storey extension to the side and rear, a canopy at the rear, and enlarged decking area at the property. As the applicant is an employee of Leicester City Council, the application was brought before the committee. No objections were received from neighbours. The approval was subject to conditions, including the use of matching materials for external elevations, obscure glazing for a window facing a neighbouring property, and adherence to approved plans. The decision considered the design, impact on residential amenity, flood risk, and parking, concluding that the proposal was acceptable and in line with council policies.
