The Sutton Shareholdings Board considered business plans and budgets for three of the council's key arms: Sutton Decentralised Energy Network (SDEN), Cognus, and Sutton Living Limited (SLL). The meeting also marked the retirement of two long-serving councillors.

Sutton Decentralised Energy Network (SDEN) Business Plan and Budget

The Board was asked to consider and approve the updated three-year SDEN Business Plan and Budget for 2026-2029. Key updates included progress on transferring the primary heat connection to the Beddington Energy Recovery Facility (ERF) and the successful securing of additional funding for the expansion of the heat network to the Lavenders Estate. The Board agreed to set a 3.4% price increase on unit and standing charges, effective from April 2026, which the Board deemed reasonable given the general cost of living and the commitment to maintaining stable tariffs for the entire 12-month period. The Board also noted the company's risk register.

Cognus Business Plan and Budget

The Board was asked to note the progress made by Cognus Limited against its 2025-2028 Business Plan and to note an update on its financial position. Cognus reported strong performance across its education and support services, with notable achievements in supporting children looked after, school admissions, and SEND services. Financially, Cognus is forecasting an operating surplus of £429,000 for the year ending March 2026, a significant turnaround from the previous year's deficit. This improved financial stability is attributed to strong traded income and efficiency savings, although pressures remain in SEND and therapy services. The Board was asked to note Cognus' progress and financial update.

Sutton Living Limited (SLL) 2026/27 Budget & Ten Year Business Plan

The committee board was asked to approve Sutton Living Limited's (SLL) updated ten-year Business Plan (2026-2036) and its budget for the financial year 2026/27. The plan reflects a strategic shift from new build development to the acquisition and management of affordable rented homes, aiming to reduce homelessness and reliance on temporary accommodation. SLL has secured significant funding for its acquisition programme, with plans to grow its portfolio. While acknowledging short-term financial challenges, particularly related to the Grove development, the plan forecasts improving financial performance and profitability from 2028/29. A key element of the strategy is the proposal to establish SLL as a Registered Provider (RP), which will unlock access to additional grant funding and tax efficiencies. The Board also noted SLL's risk register.

Farewell to Councillors

The meeting began with Chair Councillor Sunita Borden bidding farewell to two retiring councillors, Marion James and Tim Crowley, acknowledging their significant corporate knowledge and contributions to Sutton. Both councillors expressed their thanks and wished the Board well for the future.
