Shropshire Council's Cabinet is scheduled to meet on Wednesday 6 May 2026 to discuss a range of significant policy documents and strategic plans. Key items on the agenda include the proposed Shropshire Council Corporate Plan for 2026/27 to 2030/31, the Shropshire Domestic Abuse Partnership Strategy, and the commencement of the plan-making process for a new Local Plan, including a scoping consultation.
Shropshire Council Corporate Plan 2026/27-2030/31
The Cabinet will consider the Shropshire Council Corporate Plan for 2026/27 to 2030/31. This plan outlines the council's proposed vision and priority ambitions for the next four years, aiming to provide a framework for business and budget planning. It is intended to guide the council's focus to deliver, enable, and influence better outcomes for Shropshire and its residents, while also aiming for financial sustainability. The plan's six priority ambitions are: a financially sustainable council with clear priorities and purpose; communities connected by well-maintained roads, accessible transport and infrastructure; people living in safe, inclusive places with homes that meet their needs; opportunities for everyone to be healthy and thrive; an environment that harnesses natural assets and supports wellbeing; and a thriving economy that benefits everyone. The report highlights the underlying need for financial recovery and sustainability, and the potential impact on service standards due to resource alignment. Cabinet is asked to consider and recommend this draft plan to the Council for approval.
Shropshire Domestic Abuse Partnership Strategy
A key discussion point will be the Shropshire Domestic Abuse Partnership Strategy for 2026-2029. This strategy has been developed collaboratively through the Domestic Abuse Local Partnership Board (DALPB) and aims to reduce domestic abuse and improve outcomes for victims, children, and families over the next three years. It supports the Corporate Plan's ambitions for safe places to live, opportunities to thrive, and improved wellbeing. The strategy is structured around four interconnected priorities: ensuring victims receive timely, trauma-informed support and access to safe accommodation; preventing harm and strengthening accountability for perpetrators; building workforce confidence, consistency, and trauma-informed practice; and strengthening community awareness, prevention, and shared responsibility. The strategy does not commit the council to new unfunded expenditure, with delivery supported through existing resources, external grant funding, and partner investment. Cabinet is recommended to agree the strategy and recommend its approval to Full Council.
Local Plan – Notice of Intention to Commence Plan Making and Scoping Consultation
The Cabinet will also consider the commencement of the plan-making process for a new Local Plan for Shropshire. This report seeks approval for a new Plan-Making Timetable and Project Initiation Document, aligning with Government expectations. It also seeks approval to undertake public consultation on a 'Scoping Document' and associated documents between May and July 2026. The Local Plan is vital for providing the vision, objectives, and long-term spatial strategy for Shropshire's sustainable development up to 2046. The scoping document aims to gather stakeholder views at the outset, and does not define a future spatial strategy or site allocations at this stage. The report also seeks approval for the publication and consultation of a draft 'Community Hierarchy', which is the first step in defining a spatial strategy for growth distribution. Following the scoping stage, and subject to a readiness 'Gateway' check, the council will formally commence plan making in September 2026. The Local Plan will, as a minimum, need to enable the delivery of Shropshire's housing needs, calculated using the national standard methodology, and provide land allocations and policies for other evidenced needs, such as employment land.
The meeting will also include standard agenda items such as apologies for absence, declarations of disclosable interests, confirmation of previous minutes, and public and member question times. The date of the next meeting is scheduled for Wednesday 10 June 2026.
