The London Assembly held its Annual Meeting, electing Andrew Boff AM as its new Chair and Lord Duvall of Woolwich AM as Deputy Chair. The Assembly also formally established its committees and bodies for the 2026/27 year, agreed the timetable for future meetings, and noted key corporate governance documents. A motion was unanimously passed to express gratitude to former Assembly Member Zoë Garbett AM.
Election of Chair and Deputy Chair
Andrew Boff AM was elected as the new Chair of the London Assembly for the 2026/27 year, succeeding Lord Duvall of Woolwich AM, who had chaired the Assembly during its 25th anniversary year. Lord Duvall AM was subsequently elected as the Deputy Chair. Both expressed their thanks for their appointments and looked forward to their roles.
Committee and Body Establishment
The Assembly agreed to establish its ordinary committees and working groups for the 2026/27 Assembly year. This included the Police and Crime Committee, Fire Committee, Confirmation Hearings Committee, GLA Oversight Committee, and Audit Panel, among others. The size, constitution, terms of reference, membership, and nominations for Chairs and Deputy Chairs for these bodies were agreed. The Assembly also reconfirmed existing standing delegations to the Chair and previous decisions regarding committee meetings and work programmes. The committee structure was noted as complying with proportionality rules.
Meeting Timetable and Corporate Governance
The timetable for London Assembly and committee meetings for the 2026/27 Assembly year was agreed. Additionally, the Assembly noted the Scheme of Delegation of Functions of the London Assembly and the Assembly's Decision Making Framework. The standing delegation of authority to the Executive Director of Assembly Secretariat to make minor changes to these documents was confirmed. The Mayoral Scheme of Delegation was also noted.
Reports of Assembly Members on Outside Bodies
The Assembly noted the report from Léonie Cooper AM on the work of the London Climate and Sustainability Commission (formerly the London Sustainable Development Commission) over the past year.
Urgent Motion: Gratitude to Zoë Garbett AM
An urgent motion was considered and unanimously agreed, expressing gratitude to former Assembly Member Zoë Garbett AM for her contributions to the Assembly and the Greater London Authority. The Chair will write to Ms. Garbett to convey this appreciation. The Assembly also welcomed Benali Hamdache AM, who was elected to succeed Ms. Garbett following her election as Mayor of Hackney. The Chair congratulated all Assembly Members successful in the recent local elections.
