The London Assembly will hold its Annual Meeting on Monday 11 May 2026, where members are scheduled to elect a new Chair and Deputy Chair for the upcoming year. The meeting will also focus on the establishment and membership of various Assembly committees and bodies for the 2026/27 Assembly Year.
Election of Chair and Deputy Chair
The Assembly is scheduled to elect its Chair and Deputy Chair for the 2026/27 Assembly Year. This process is a statutory requirement under Section 50 of the GLA Act 1999, which mandates that these roles are elected from among the Assembly Members. The Chief Officer will oversee the election of the Chair, who will then preside over the election of the Deputy Chair.
Establishment of Assembly Committees and Bodies for 2026/27
A significant portion of the meeting is dedicated to the establishment of Assembly committees and other bodies for the upcoming year. This includes considering and agreeing on the committees, their terms of reference, and their overall size and constitution. The report pack outlines the requirements and recommendations for these committees, with particular attention to the principles of political proportionality in committee membership, as detailed in Section 17 of the Local Government and Housing Act 1989.
Key committees scheduled for establishment include:
- Police and Crime Committee: This committee is statutorily required to discharge functions related to the Mayor's Office for Policing and Crime (MOPAC), including reviewing MOPAC's draft policing plan and annual report, and holding confirmation hearings for the Deputy Mayor for Policing and Crime.
- Fire Committee: This committee is also statutorily required and will focus on reviewing the functions of the London Fire Commissioner (LFC) and holding confirmation hearings for the LFC and Deputy Mayor for Fire.
- Confirmation Hearings Committee: This committee will conduct hearings for Mayoral nominees for various roles, including Chair and Deputy Chair of Transport for London, Chair of the London Pensions Fund Authority, Chair of the Cultural Strategy Group, Chair of the London Waste and Recycling Board, and Chair of a Mayoral Development Corporation.
- GLA Oversight Committee: This committee will undertake business management, staffing, and scrutiny oversight responsibilities, including approving Assembly expenditure and scrutinising issues related to the Mayor's civil contingency and resilience responsibilities.
- Audit Panel: This body will review internal and external audit reports, GLA's anti-fraud policies, and the risk management framework.
The report pack also details the proposed terms of reference for these committees and provides guidance on the proportional allocation of seats based on the political representation of the Assembly's five political Groups: the Labour Group, the City Hall Conservatives Group, the City Hall Greens Group, the Liberal Democrat Group, and the Reform UK Group.
Appointment of Members to Committees
Following the establishment of the committees, the Assembly is scheduled to appoint Members to these bodies for the 2026/27 Assembly Year. This will be based on nominations provided by the Assembly's political Groups. The Assembly will also agree that non-appointed Members of each political Group will serve as substitute Members for their respective party Group committee members.
Dates of Assembly and Committee Meetings 2026/27
The proposed timetable for the London Assembly and its committee meetings for the 2026/27 Assembly Year is to be agreed. This timetable has been developed to avoid scheduling clashes with significant events and holidays, and has been subject to consultation with various stakeholders, including the Mayor's Office, the London Fire Commissioner, and Transport for London.
GLA Corporate Governance Documents
The meeting agenda includes a review of key GLA corporate governance documents. The Assembly is scheduled to note the Scheme of Delegation of Functions of the London Assembly and the Assembly's Decision Making Framework. Additionally, the Assembly is asked to confirm the standing delegation of authority to the Executive Director of Assembly Secretariat to make minor amendments to these documents. The Mayoral Scheme of Delegation will also be noted.
Reports of Assembly Members on the Work of Outside Bodies
The Assembly is scheduled to note the report from Léonie Cooper AM regarding the work of the London Climate and Sustainability Commission (formerly the London Sustainable Development Commission) over the past year. This follows a previous agreement for Assembly Members appointed to outside bodies to report annually on their activities.
