The Cabinet of Lancashire County Council met on Wednesday, 15 April 2026, to discuss a range of important issues. Key decisions included the approval of funding for school building repairs and the establishment of new Best Start Family Hubs
aimed at improving early childhood development. The meeting also addressed changes to traffic management in Nelson and the appointment of a representative to the Lancaster Canal Regeneration Partnership.
Southport Inquiry
The meeting began with a statement acknowledging the publication of the Phase 1 report of the Southport Inquiry, which investigated the tragic knife attack at a Taylor Swift dance class in July 2024. The council expressed its deepest sympathies to the families affected and acknowledged the failures identified in the report, stating a commitment to implementing all recommendations. Further consideration of the inquiry's findings and the council's improvements will be presented at the next cabinet meeting.
Best Start Family Hubs
A significant portion of the meeting was dedicated to the Best Start Family Hubs
programme, which aims to provide young children with the best possible start in life and support parents. Lancashire County Council has received £347,000 in development grants and £7.1 million in delivery grants for 2026-2029. The programme will establish 12 integrated Best Start Family Hubs
within the existing network of 34 family hubs across the county. These hubs will enhance early identification of children with additional needs, including those with Special Educational Needs and Disabilities (SEND), and will focus on new parenting and home learning initiatives. The intended benefits include improved early childhood development, school readiness, integrated family support, and strengthened prevention services. Councillor Azhar Ali welcomed the funding, drawing parallels to the successful Sure Start programme, and highlighted the importance of supporting families facing child poverty and those with English as a first language. He also suggested reviewing the Crisis Resilience Fund to ensure it benefits the family hubs.
Capital Strategy for Schools Condition-Led Investment Programme
Cabinet approved the proposed allocation of approximately £14 million for the next phase of high-priority building condition repairs across community, voluntary controlled, and maintained schools in Lancashire for 2026-27. This funding is provided by a Department for Education grant. The programme prioritises urgent works that address immediate health and safety risks or prevent school closures. The Director of Growth and Property, in consultation with other relevant directors and the Cabinet Member for Education and Skills, will be authorised to make necessary adjustments to the programme once the final funding settlement is confirmed.
Appointment to Outside Body: Lancaster Canal Regeneration Partnership CIC
The Cabinet approved the addition of the Lancaster Canal Regeneration Partnership CIC to the county council's list of outside bodies. County Councillor Martyn Sutton was appointed as the county council's representative to the partnership until the next county elections. The partnership is focused on delivering the Towpath Trail initiative, which aims to create an accessible walking and wheeling route connecting Kendal and Lancaster, aligning with various council priorities including supporting SEND objectives, providing family-friendly outdoor spaces, and boosting rural businesses.
Accessible Nelson - Forest Street and North Street Moving Orders
This item, concerning proposed changes to traffic management on Forest Street and North Street in Nelson as part of the Accessible Nelson Project, was deferred. County Councillor Warren Goldsworthy stated that he needed more time to review the proposals, having walked the area with other councillors. He expressed a need to find further justification for the expense and advantages of the proposed changes before a decision could be made.
Urgent Decisions and Next Meeting
Two urgent decisions taken by the Leader of the County Council since the last meeting were noted. There were no items of urgent business raised. The date of the next Cabinet meeting was confirmed as Tuesday, 19 May 2026, at 2:00 pm.
