Open Council Network is an independent organisation. We report on Redbridge and are not the council. About us
The Planning Committee of Redbridge Council was scheduled to discuss planning applications, including a significant proposal for development at Ilford Retail Park, and a smaller extension at 1A Sunnymede Drive. The meeting's agenda also included the approval of draft minutes from a previous meeting.
Scheduled Applications
The committee was scheduled to consider a number of planning applications. The most significant of these was:
Ilford Retail Park, High Road, Ilford
The committee was to review details following an outline permission for development at Ilford Retail Park (261 to 275 and Probation Office 277 to 289, High Road, Ilford). This application sought approval for the layout, scale, appearance, and landscaping of the development, as well as the discharge of relevant associated planning conditions. The associated planning conditions covered a wide range of aspects, including fire safety statements, urban design reports, energy strategies, housing accommodation schedules, and transport strategies. The report pack detailed numerous conditions related to environmental impact, construction management, and the provision of amenities.
The report pack indicated that the Director of Planning and Building Control was authorised to grant planning permission subject to a list of conditions. These conditions included time limits for commencement, adherence to approved plans, and specific requirements for co-living communal amenity spaces, vehicular access, and refuse and recycling facilities.
1A Sunnymede Drive, Barkingside, Ilford
A planning application for 1A, Sunnymede Drive, Barkingside, Ilford, was scheduled for discussion. This application proposed a first-floor side extension and a part rear extension, along with front and rear rooflights. The report indicated that this development was intended to increase the number of bedrooms in Flat 1A from two to three, creating a family-sized home.
The report pack detailed the policy framework relevant to this application, including the National Planning Policy Framework (NPPF), the London Plan, and the Redbridge Local Plan. It also summarised consultation responses, which included objections from seven addresses and a petition signed by 31 residents. Concerns raised by residents and local councillors included the impact on daylight and sunlight, overdevelopment of the site, potential for increased noise and disturbance, and inadequate refuse storage.
The officer's report concluded that the proposed development would not have an adverse impact on the character and appearance of the surrounding area or the amenity of neighbouring residents. It was noted that the proposal would contribute to the borough's housing stock by providing a family-sized home, aligning with local and London Plan policies. The recommendation was to grant permission, subject to conditions relating to time limits, adherence to approved plans, and the provision of refuse and recycling facilities, as well as cycle parking.
Draft Minutes of Previous Meeting
The committee was also scheduled to review and approve the draft minutes of the previous Planning Committee meeting held on 11 March 2026.
