The Planning Committee of Doncaster Council was scheduled to discuss a range of planning applications and appeal decisions. Key items included a proposal for a micro-pub in Tickhill, a variation to a Section 106 agreement for the Askern Saw Mills development, and the noting of recent appeal decisions.
Micro-Pub in Tickhill
The committee was scheduled to consider a change of use application for a former funeral director's premises at 33 Northgate, Tickhill, Doncaster, DN11 9HZ, to a micro-pub with an outdoor seating area. The application, reference 25/02087/COU, was reported to the committee due to the number of representations received, with 10 objections and 6 letters of support. The report recommended granting planning permission subject to conditions. The report detailed considerations regarding the principle of development, impact on residential amenity, highway safety, and the historic environment, noting the site's location within the Tickhill Conservation Area. Environmental Health and Highways Development Control consultees had raised points regarding noise, soundproofing, and parking, while the Conservation Officer raised no objections. The report also outlined relevant policies from the Doncaster Local Plan and the Tickhill Neighbourhood Development Plan.
Askern Saw Mills Section 106 Agreement Variation
A significant item on the agenda was the consideration of a recommendation to vary the Section 106 legal agreement for the mixed-use redevelopment of Askern Saw Mills, High Street, Askern, Doncaster, DN6 0AA (Application Reference: 08/01077/OUTA). The report requested authorisation for the Head of Planning to enter into a Deed of Variation to remove obligations related to a bus service contribution and the provision of a bus shelter. This variation was proposed due to a viability assessment, independently verified, which confirmed the development was unviable with these obligations. The report noted that the development had commenced, with approximately 30 dwellings out of the ground. It was stated that other obligations within the Section 106 agreement would remain unchanged. The report highlighted that the removal of these obligations would mean the loss of funding for existing bus services and the provision of a bus shelter, but also noted that bus services already serve the site and a bus shelter is in situ.
Appeal Decisions
The committee was also scheduled to be informed of appeal decisions received from the Planning Inspectorate. The report listed two appeal decisions:
- APP/TPO/F4410/10401 concerning an application to fell a Beech tree at 16 St Erics Road, Bessacarr, Doncaster, DN4 6NG. The appeal was dismissed on 25 February 2026, with the Inspector finding that the removal of the tree would be harmful to the character and appearance of the Bessacarr Conservation Area and that there was insufficient justification for felling.1
- 6002334 concerning an application for single-storey side and rear extensions at 33 Lady Mary View, Hickleton, Doncaster, DN5 7BH. The appeal was dismissed on 19 March 2026, with the Inspector concluding that the development would erode the sense of spaciousness and visual coherence of the area, failing to preserve or enhance the character or appearance of the Hickleton Conservation Area.2
