The Licensing Sub Committee D of Islington Council met on Tuesday 28 April 2026 to consider two applications: a new premises licence for Rheidol Rooms and a review of the licence for Retail 24. The meeting also included formal procedural matters.
New Premises Licence Application: Rheidol Rooms, 16 Rheidol Terrace, London, N1 8NS
The committee was scheduled to consider an application for a new premises licence for Rheidol Rooms. The application proposed the sale of alcohol for consumption on the premises from Sundays to Thursdays between 12:00 and 22:00, and Fridays and Saturdays from 12:00 to 23:00. It also sought permission for the playing of recorded and live music during these hours, with the premises to be open to the public from 08:00 to 23:00 daily.
Representations were received from five local residents, raising concerns about public nuisance, cumulative impact, the suitability of the premises for licensed activities, and the protection of children and families. The Angel Association also objected to the application for live and recorded music, deeming it inappropriate for the predominantly residential area. The applicant had responded to these concerns, proposing measures such as a noise limiter, CCTV, staff training, and clear signage to mitigate potential issues. The Metropolitan Police and the Council's Noise service had withdrawn their objections after conditions were agreed.
The report pack indicated that the applicant had paid the application fee and provided a plan of the premises. The applicant, Isilay Sis, was seeking to be the designated premises supervisor.
Licence Review Application: Retail 24, 192 Goswell Road, London, EC1V 4DT
The committee was also scheduled to consider a review of the premises licence for Retail 24, following an application by the Metropolitan Police. The licence currently authorises the retail sale of alcohol for off-site consumption between 10:00 and 23:00 from Monday to Saturday, and 10:00 to 22:30 on Sundays. The premises are open to the public from 07:00 to 23:00 Monday to Saturday, and 08:00 to 23:00 on Sundays.
The Metropolitan Police's application for review cited concerns relating to the prevention of crime and disorder. The police alleged that staff at the premises had been involved in handling stolen goods, exchanging them for alcohol and cash. CCTV footage was reportedly reviewed, and a joint visit with Trading Standards identified breaches of licence conditions and the seizure of prohibited disposable vapes. Further incidents were reported, including the alleged deletion of CCTV footage and arrests for handling stolen goods and perverting the course of justice. The police stated that confidence could not be restored in the premises' ability to operate lawfully and requested the licence be revoked.
The Licensing Authority supported the review application, citing deficiencies in management standards and a disregard for previous advice. Trading Standards also supported the review, noting the seizure of illegal vapes. The premises licence holder, Mr Kamran Raza, was identified as the designated premises supervisor.
The report pack included the review application form, the current premises licence, representations from responsible authorities, and supporting documents. The agenda indicated that an exempt appendix relating to the review application would be considered.
