The Licensing Sub-Committee of Wandsworth Council was scheduled to consider a review of the premises licence for The Angel Public House. The meeting's agenda also included standard procedural items.
Review of The Angel Public House Licence
The primary item scheduled for discussion was a review of the premises licence for The Angel Public House, located at 11 Roehampton High Street, London, SW15 4HL. This review was initiated by PC Belinda Loizou of the Metropolitan Police.
The report pack indicated that the application for review was made on the grounds that the premises licence holder had allegedly failed to uphold the licensing objective of the prevention of crime and disorder. Specific concerns raised included high levels of crime linked to the premises, such as serious incidents of violence, disorder, and anti-social behaviour. Reports also mentioned large-scale fights in public, assaults on police officers, and the presence of intimidating groups outside the premises engaging in nitrous oxide use and suspected drug activity.
The premises has held a licence since 2005, with the current licence holder, Punch Partnerships (PML) Limited, taking over in 2021. The licence permits the sale of alcohol, regulated entertainment including films, live and recorded music, dance performances, and late-night refreshment.
The report detailed that the Council, in its capacity as the Licensing Authority, would consider representations made by responsible authorities and other persons. In this instance, no comments were received from responsible authorities, but ten representations were made by other persons in support of the review. These representations, which are available in the Redacted Bundle, highlighted concerns about ongoing crime and disorder, public safety, public nuisance, and the protection of children from harm.
The Sub-Committee was scheduled to consider the review in light of the Licensing Act 2003, the Council's Statement of Licensing Policy, and relevant Statutory Guidance. The potential actions the Sub-Committee could take, as outlined in the report, included taking no further action, issuing a warning, modifying licence conditions, excluding licensable activities, removing the Designated Premises Supervisor, suspending the licence for up to three months, or revoking the licence entirely.
The report pack also included the current premises licence details for The Angel Public House, outlining its permitted hours for various licensable activities, as well as mandatory conditions under the Licensing Act 2003 and conditions consistent with the operating schedule.
The meeting was scheduled to be held online via Microsoft Teams, and a live webcast was to be available. The members appointed to the Licensing Sub-Committee were Councillors Lee, Marshall, and Sweet.
