Item 2 on the agenda is a hybrid planning application for the redevelopment of land at Nos. 1 to 29 Danebury Avenue, the Youth Club and Council offices at Nos. 36-38 Holybourne Avenue, Roehampton Library at 2 Danebury Avenue, and the Alton Practice GP Surgery at Nos. 208-210 Roehampton Lane. The proposal includes the demolition of existing buildings and the construction of two buildings of four and nine storeys to provide 55 affordable homes and 2,891 sqm of non-residential floorspace, including a replacement library, youth centre, Council offices, and healthcare facility. 1 Riverside Yard, SW17 0BB
This application, item 3, seeks full planning permission for the erection of a two-storey building for use as a workshop and warehouse (Use Classes B2 and B8) with associated office space (Class E) at first-floor level. The proposal also includes the provision of car parking, cycle storage, and bin storage areas. The recommendation is to approve the application with conditions and subject to the Community Infrastructure Levy (CIL).
1A & 1B Manfred Road, SW15 2RS
Item 4 concerns alterations to these properties, including roof extensions to create an additional floor with associated dormers and rooflights. The proposal aims to reconfigure the internal layout to provide one three-bedroom and one two-bedroom flat, with associated cycle and refuse storage. The recommendation is to approve the application with conditions and subject to a legal agreement.
62 A & B Lavender Sweep, SW11 1HD
This application, item 5, proposes alterations including the erection of a hip-to-gable side roof extension and a mansard extension to the main rear roof. It also includes the formation of a roof terrace with a brick elevation and glazed screen, and a single-storey rear and side extension. These works are in connection with the internal reconfiguration of flats to provide one three-bedroom and one two-bedroom flat, with associated cycle and refuse storage. The recommendation is to approve with conditions and subject to the Community Infrastructure Levy (CIL).
31 Rush Hill Road, SW11 5NW
Item 6 involves alterations to this property, including the creation of a rear roof terrace with a glazed safety surround at first-floor level. The recommendation is to approve with conditions.
Tree Preservation Orders
The committee was also scheduled to consider the confirmation of three Tree Preservation Orders (TPOs):
- TPO 513/2025: Southfields Lawn Tennis Club, Gressenhall Road, SW8 1PQ (East Putney). This TPO covers one Sycamore and three Lime trees. An objection was received from an arboricultural consultant regarding the condition of some trees, but the council's tree officer deemed them suitable for protection.
- TPO 514/2025: 34 Rodway Road, SW15 5DS (Roehampton). This TPO protects a Lime tree in the rear garden, requested for protection following a proposal to fell it for a new house development. No objections were received.
- TPO 515/2025: 220 Balham High Road, SW12 9BS and Trinity St. Mary's CE Primary School, Balham Park Road, SW12 8DR (Trinity). This TPO protects five Robinia trees, requested for protection due to their visibility and amenity value, following a proposal to fell them. An objection was received regarding the structural soundness of some trees, but a subsequent application for their felling and replacement has been approved.
