The Strategic Planning Committee of West Northamptonshire Council is scheduled to meet on Tuesday 17 March 2026. The meeting's agenda includes a significant application for reserved matters concerning the Dallington Grange development.

The committee is scheduled to consider an application for reserved matters concerning the Dallington Grange development, located at Mill Lane, Kingsthorpe, Northampton, NN5 7PZ. This application relates to access, appearance, landscaping, layout, and scale for 295 dwellings, as part of the wider outline planning permission N/2014/1429. The report pack indicates that the proposal is recommended for permission, subject to conditions.
The report details that the proposed mix of free market dwellings includes 20 two-bedroom units (7.3%), 109 three-bedroom units (39.6%), 133 four-bedroom units (48.4%), and 13 five-bedroom units (4.7%). For affordable dwellings, there are 2 one-bedroom units, 8 two-bedroom units, and 10 three-bedroom units. The report notes that the percentage of two-bedroom free market dwellings is below the 20% suggested in the Northampton Local Plan Part 2, but this is not a matter that can be re-examined under a reserved matters application.
Regarding affordable housing, the application proposes 20 units, equating to 6.7% of the total, which is slightly below the 6.9% required by the Section 106 agreement. However, the Council's Strategic Housing Team has indicated that this slight shortfall is acceptable as other parcels of the development have more affordable units, and overall provision across the entire site is being monitored. The split between affordable rent and shared ownership, as well as the overall mix of affordable dwellings, has been confirmed as appropriate.
The report also addresses residential amenity and noise, with proposed mitigation measures for noise from the North Western Relief Road and the railway line. Ecology is considered, with measures outlined to protect local wildlife, including badgers, bats, and reptiles. The development is assessed against the Building for a Healthy Life criteria, with the proposal scoring well across most categories.
Highways and parking provisions are detailed, with WNC Highways having raised comments on visitor parking, road geometry, and crossings, many of which have been addressed through revised plans. Conditions are proposed to address outstanding design matters. Sustainability is addressed through the provision of EV charging points, exceeding the requirements of the outline planning permission. Drainage and flood risk are also considered, with the Lead Local Flood Authority having raised concerns about land levels, which are to be addressed through a planning condition. Landscaping details are included, with the Landscape Officer's comments noted.
The report concludes that the proposal is in accordance with the approved Design Code for the Dallington Grange Sustainable Urban Extension (SUE) and is recommended for approval.
