The Strategic Planning Committee of West Northamptonshire Council was scheduled to consider three major planning applications. These included an outline application for up to 150 dwellings north of Brackley, a full application for a replacement distribution warehouse at Blaise Pascal House in Northampton, and a reserved matters application for employment units at Land North of Bell Plantation, Towcester.
Land to the North of the Brackley North SUE (Radstone Fields)
The committee was scheduled to discuss an outline planning application for up to 150 dwellings on land north of the Brackley North Sustainable Urban Extension (SUE), also known as Radstone Fields. The proposal includes access roads, cycle and pedestrian routes, sustainable urban drainage systems, landscaping, and car parking. The report recommended granting permission subject to conditions and a Section 106 agreement. This agreement would secure 40% affordable housing, financial contributions towards primary healthcare, education, libraries, and sustainable transport, as well as provisions for open space, refuse and recycling, and biodiversity net gain.
The report highlighted that while the site is outside the current settlement boundary for Brackley, conflicting with adopted development plan policies, the council is unable to demonstrate a five-year supply of housing land. This means the tilted balance
under the National Planning Policy Framework (NPPF) is engaged, requiring permission to be granted unless adverse impacts significantly and demonstrably outweigh the benefits. The site is also identified as a potential allocation for residential development in the emerging West Northamptonshire Local Plan.
Key considerations included the principle of development, housing mix and density, design and impact on the character of the area, highway impacts, ecology and biodiversity, flood risk, archaeology, amenity and pollution, and the need for planning obligations. Concerns were raised by Brackley Town Council regarding the scale and timing of development and the need for supporting infrastructure. Objections from the public included impacts on views, noise, traffic, schools, doctors, and wildlife, as well as concerns about flooding and utilities.
Blaise Pascal House, 200 Pavillion Drive, Northampton
The committee was scheduled to consider a full planning application for the erection of a replacement distribution warehouse with ancillary offices and servicing structures at Blaise Pascal House, 200 Pavillion Drive, Northampton. The proposed development, with a gross external area of up to 17,782m², includes vehicle, motorcycle, and cycle parking, landscaping, ground remodelling, sustainable drainage, and utilities. The demolition of the existing building had already been approved. The report recommended granting permission subject to conditions.
The site is located within the Brackmills Industrial Estate, a safeguarded employment area, and the proposal aligns with policies supporting economic growth and job creation. While the scale and positioning of the warehouse close to the site's frontage were noted as potentially causing some harm to the character and appearance of the area, amendments had been made to reduce the footprint and push the building back. The proposal includes a BREEAM pre-assessment achieving 'excellence' standard, demonstrating strong sustainability credentials.
Consultations with Hardingstone Parish Council, WNC Environmental Health, the Environment Agency, National Highways, WNC Highways, and others indicated no objections. The Lead Local Flood Authority (LLFA) found the surface water drainage scheme satisfactory, subject to conditions, and noted that the development would improve runoff rates, reducing downstream flood risk. A Health Impact Assessment was supported by the Council's Public Health Officer, highlighting positive health outcomes through active travel, green infrastructure, and employment opportunities.
Land North of Bell Plantation, Watling Street, Towcester
A reserved matters application was scheduled for discussion concerning the appearance, landscaping, layout, and scale for employment units at Plots 2 and 3 on Land North of Bell Plantation, Watling Street, Towcester. This application follows an outline planning permission granted on appeal in April 2025. The proposed development includes employment and distribution floorspace (Use Class B8) with ancillary office space, landscaping, service yards, parking, and infrastructure. The report recommended granting permission subject to conditions.
The application adheres to the parameters set by the outline permission, including floorspace limits and building heights, and complies with the approved Design Code and the Employment Site Allocations Development Brief SPD. The proposed buildings, each over 33,000m², will be clad in dark greens and greys, with lighter grey on higher sections to mitigate visual impact. The development includes significant provisions for electric vehicle charging points, exceeding the minimum requirements.
Objections were raised by Greens Norton Parish Council, Tiffield & Caldecote Parish Council, Easton Neston Parish Council, and Save Towcester Now, primarily concerning the scale and height of the buildings, their visual impact on the landscape and skyline, and potential traffic and amenity impacts. Concerns were also raised about light pollution and the potential for HGVs to park on local roads. WNC Highways and National Highways raised no objections, and Anglian Water confirmed capacity for foul water discharge, subject to a condition regarding water supply.
