Quarter 3 2025/26 Performance Report
The Cabinet was scheduled to receive the Quarter 3 2025/26 performance report, which reflects the council's progress in delivering its priorities as outlined in the Council Plan 2023-26. The report details performance across various key performance indicators (KPIs), rated using a Red, Amber, Green (RAG) system. The report was expected to highlight achievements in areas such as housing approvals, environmental improvements, leisure centre visits, education standards, service delivery compliance, and financial resilience, alongside areas where performance was rated as red or amber, with actions being taken to address these.
Housing Gateway Ltd Business Plan 2026/27
A report was scheduled to present the Housing Gateway Ltd (HGL) Business Plan for 2026/27. This plan outlines the company's strategic, operational, and financial priorities for the upcoming financial year. HGL plays a crucial role in supporting the Council's objectives, including delivering savings, enhancing accommodation quality for residents, and responding to housing market pressures. The business plan was expected to detail HGL's five key objectives for 2026-27, focusing on maximising financial returns to the shareholder, improving service efficiency, maintaining strong governance, and addressing specialist accommodation needs.
Selective Licensing Scheme - Private Rented Housing Report
The Cabinet was due to consider a report on proposals for the introduction of a new five-year selective licensing scheme for private rented housing. This scheme would cover 17 of Enfield's 25 wards, aiming to address issues such as poor housing conditions, management standards, and anti-social behaviour. The report was expected to detail the outcomes of a public consultation, supporting evidence, and the criteria set by the Housing Act 2004. Recommendations included approving the designation of the selective licensing area, agreeing the scheme's objectives, conditions, and fee structure, and delegating authority for statutory notifications and scheme reviews.
Borough Capital Programme 2026/27 – Highways and Street Scene
A significant increase in highways investment was scheduled for discussion, with the Borough Capital Programme for 2026/27 proposing a 79% rise in funding compared to the previous financial year. The report detailed schemes to be funded from this programme for Highway Operations, including major capital renewal and resurfacing for carriageways and footways, highway defects, and bridge maintenance. The Cabinet was asked to approve the capital programme budget of £7,165k, funded by Department for Transport (DfT) grant and general fund capital receipts. The report also outlined plans for major works at Lea Valley Bridge, estimated at £7.5 million, and sought approval for the breakdown of funding and proposed schemes.
