Overall Financial Position Report - February 2026
The Cabinet was scheduled to receive an update on the council's financial position as of February 2026. The report indicated a forecast overspend of £8.342 million, which represented a reduction of £1.325 million from the January forecast. The report detailed movements in various service areas, with particular attention to the Housing, Climate and Economy directorate moving into an underspend position, while Children and Families forecast overspend had increased. Mitigation measures and initiatives to manage the overspend were to be discussed, alongside the council's reserve position and agency staff expenditure. Updates to Enforcement and Civil Penalty Notice Policies
This agenda item concerned proposed updates to Hackney Council's enforcement and civil penalty notice policies for the private rented sector. Britannia Project - Set up of a Management Company
The Cabinet was to consider a report outlining the business case for establishing a Council-owned management company, limited by guarantee, to manage residential blocks at the Britannia masterplan development. This company would be responsible for providing property management services to leaseholders of the outright sale and shared ownership units. The report detailed the proposed governance and resourcing structure, including the nomination of an Intelligent Shareholder
and three officer directors. The recommendation was to grant a lease of the common parts of the building to the management company following the last private apartment sale. The report also addressed VAT, Stamp Duty Land Tax (SDLT), and Corporation Tax implications.
Nomination for Appointment of Local Authority Governor - All Saints Catholic High School
A report was presented proposing the nomination of Naa-Odoley Ntodi as a Local Authority Governor at All Saints Catholic High School. The nomination was supported by the school's Governing Body, and the report detailed the nominee's qualifications and experience. The Cabinet's approval would constitute a nomination, with the final appointment resting with the school's Governing Body.
Minutes of Previous Meetings
The Cabinet was scheduled to confirm the unrestricted minutes of the previous meeting of Cabinet held on 23 March 2026, and to note the unrestricted minutes of the Cabinet Procurement and Insourcing Committee held on 2 March 2026. Restricted minutes from the previous Cabinet meeting were also to be confirmed.
