The Planning Applications Committee of Lambeth Council met on Tuesday 28 April 2026 to consider several planning applications. The committee granted conditional planning permission for a new residential and commercial development at 35-37 Leigham Court Road and land to the west and rear of 39-49 Leigham Court Road, subject to a Section 106 agreement. They also approved a temporary event, Between the Bridges 2026,
at Hungerford Coach Park on the South Bank, along with associated advertisement consent. Finally, conditional planning permission was granted for the demolition of existing buildings and the erection of a part 5/part 6 storey mixed-use building at Dorchester Parade, Leigham Court Road, subject to a Section 106 agreement.
35–37 Leigham Court Road and Land to the West and Rear of 39–49 Leigham Court Road
The committee granted conditional planning permission for the demolition of existing structures and the redevelopment of the site to provide three buildings with residential (Class C3 and C4) uses, a standalone community and commercial use building (Class E/Class F1), and associated landscaping, cycle parking, car parking, servicing, and enabling works. This decision follows a previous resolution to grant permission in November 2025, with the current meeting addressing updated consultation responses from Historic England and the Greater London Archaeological Advisory Service (GLAAS). A new precautionary condition was added to address potential archaeological remains, and an existing condition regarding land contamination was amended to require a separate risk management strategy for unexploded ordnance (UXO). The development will deliver 92 residential units, including 15 social rented homes and 31 discount market rent homes, with 35% affordable housing by habitable room. The scheme is car-free, except for Blue Badge parking, and includes significant cycle parking.
Dorchester Parade, Leigham Court Road
Conditional planning permission was granted for the demolition of existing buildings and the erection of a part 5/part 6 storey building comprising two ground-floor commercial units (Use Class E) and 18 residential units (Use Class C3) on the upper floors, including a roof terrace, refuse, recycling, and cycle storage facilities. This revised scheme reduces the height by one storey compared to a previous permission while retaining the same number of residential and commercial units. The development will deliver 18 private residential units and two commercial units. The scheme is car-free, reflecting its excellent public transport accessibility, and provides 34 residential cycle parking spaces. The decision was made subject to a Section 106 agreement to secure various planning obligations, including contributions towards the Controlled Parking Zone, Healthy Routes Network, and on-street cycle parking.
Hungerford Coach Bank at South Bank
The committee granted conditional planning permission and advertisement consent for the Between the Bridges 2026
event, a temporary attraction operating from 7 April 2026 to 13 January 2027. The event will feature bars, food concessions, performance stages, a large screen, and associated seating and toilet facilities. The decision was made despite the Site being partly designated as Metropolitan Open Land (MOL), with the committee finding that the temporary nature of the event, its contribution to the area's cultural offer, and the fact that the MOL is currently hardstanding constituted very special circumstances. Conditions were imposed to control noise, lighting, and construction vehicle movements, and to ensure the removal of all structures by the end date. The event's temporary nature was noted as not prejudicing long-term plans for the Site's integration into an extension of Jubilee Gardens.
Other Matters
The meeting also included declarations of interest, with Councillor Paul Valentine declaring an interest in the Hungerford Coach Park item due to past work for the Southbank Centre, and Councillor Malcolm Clarke declaring interests in the Leigham Court Road and Dorchester Parade items as the ward councillor and as a representative on the Streatham Business Improvement District. Apologies were received from several councillors, with substitutions noted. The committee also noted that this was the final planning committee meeting of the term and thanked officers and members for their service.
