The Eastern Area Planning Committee of Wiltshire Council was scheduled to consider planning appeals and a specific planning application for the retention of a painted colour scheme at The Moonrakers Inn. The meeting's agenda also included updates on planning appeals and any urgent items.
Planning Appeals and Updates
The committee was scheduled to receive details of completed and pending planning appeals. A report pack provided a list of appeals received between 2 January 2026 and 2 April 2026, and those decided within the same period.
Among the appeals decided were:
- Castle Cottage, Lockeridge, Marlborough, SN8 4EL: An appeal against a failure to determine an application for listed building consent for the reinstatement of a historical thatched porch, removal of a chimney stack, and insertion of glazing. The appeal was dismissed, with the inspector finding that the proposed works would harm the significance of the Grade II listed building and the Lockeridge Conservation Area.
- Land west of Wilcot Road, Pewsey: An appeal against a failure to determine an application for outline planning permission for up to 30 dwellings. The appeal was allowed, with outline planning permission granted. The inspector noted a significant need for affordable housing in the area, which outweighed the harm to the North Wessex Downs National Landscape.
- School House, 12 Kings Corner, Pewsey, SN9 5BS: Two appeals concerning the construction of a single-storey side extension. One appeal for planning permission was dismissed due to adverse effects on the living conditions of neighbouring residents. The appeal for listed building consent was allowed, with the inspector finding the extension would preserve the character and appearance of the Grade II listed building and the Pewsey Conservation Area.
- Highview Farm Buildings, Salisbury Road, Netheravon: An appeal against a refusal to grant approval for the conversion of existing barns to provide six new dwellings under permitted development rights. The appeal was dismissed, with the inspector finding that the proposed demolition and conversion works went beyond what was reasonably necessary for conversion and would not constitute permitted development.
- Rectory Farm, High St, Ogbourne St George, SN8 1SL: An appeal against a refusal of planning permission for a rear extension, replacement of windows, and alterations to outbuildings. The appeal was allowed, with the inspector finding that the proposed development would not cause unacceptable harm to the character or appearance of the property or the wider area, nor to the living conditions of neighbours, especially when considered against a previously approved fallback scheme. A separate costs decision related to this appeal refused an application for costs made by the appellants against Wiltshire Council.
Planning Applications
The Moonrakers Inn, High Street, Pewsey, SN9 5AF
The committee was scheduled to consider an application for listed building consent for the retention of a painted striped colour scheme to the front (South) elevation of The Moonrakers Inn. The building is a Grade II listed property located within the Pewsey Conservation Area. The report recommended that listed building consent be refused, stating that the striped colour scheme was not considered an appropriate or traditional form of decoration for the principal elevation and caused visual harm to the architectural character and historic interest of the building and the conservation area. The report noted that while the building is painted, the addition of coloured stripes was not a traditional form of decoration locally or nationally and detracted from the building's visual qualities. It was suggested that any support for English sports teams could be shown in less visually damaging ways, such as temporary displays.
