Section 75 Agreement – Better Care Fund 2025/26

This report requests Adult Social Care and Public Health Committee to approve the mandatory Section 75 pooled fund arrangement for 2025/26, between the Wirral Integrated Care Board (ICB) and the Council and give delegated authority to the Director of Law and Corporate Services in consultation with the Director of Care and Health to sign off the agreement.

The grant funded Cheshire and Merseyside In-patient Detox Consortium: new competitive procurement exercise

This has been a very successful project with a national profile, however following the introduction of the NHS Provider Selection Regime (PSR) and a subsequent evaluation of the existing commissioning arrangements by Wirral Council Procurement and Legal colleagues, it is now recommended that a competitive procurement exercise to establish a new framework be completed to move Inpatient Detox (IPD) service providers onto a more robust commissioning regime. IPD services are commissioned by Wirral on behalf of the 9 Cheshire and Merseyside boroughs.

Drug and Alcohol Treatment and Recovery Grant (DATRIG): final funding allocations - update

Wirral Council has received confirmation that the provisional Drug and Alcohol Treatment, Recovery and Improvement Grant (DATRIG) funding has now been formally approved by the DHSC, the Department for Work and Pensions (DWP), and His Majesty’s Treasury. This report updates the Adult Social Care and Public Health Committee on the final grant allocations and seeks authority for further contractual arrangements from 1st July 2025. This will ensure the continuation of essential supplementary service delivery to tackle drug-related harms during 25/26. This report is a key decision because it affects all wards and relates to financial decisions in excess of £500,000.
