Community Funding Application - Portchester Community Choir

This report presents an application for funding under the Council’s Community Funding Programme. An application to the Community Fund has been received from Portchester Community Choir for £2,047.21 for the purchase of technology and storage equipment for their Singalong Outreach project. Portchester Community Choir started in 2017 and now has over 70 members. More recently they have received requests from local groups asking if they could take singing to people who cannot attend their performances for groups of 20-30 people. Care homes and groups like Dementia Care Hub have already benefited through their trial sessions and they would like to continue and expand these extremely beneficial outreach performances. This technology and storage equipment would enable Portchester Community Choir to be self-sufficient as currently they use members’ personal equipment which is not fit for purpose. Portchester Community Choir are looking for £2,047.21 from the Community Fund for the purchase of a laptop, portable speaker, printer (to print their song sheets), microphone and headphones plus storage for these items and the song sheets. As of October 2024, Portchester Community Choir held £1,654.20 in their accounts. In the accounting year January 2023 – December 2023 there was an income of £10,401.51 and expenditure of £9,754.63. Both Ward Councillors, Councillor Bainbridge and Councillor D Wiltshire supports Portchester Community Choir’s funding application.

General Fund Revenue Monitoring 2024/25

The report provides comparative information on the Council’s revenue expenditure for the period for the first half of the financial year. Members are invited to consider the financial performance and any corrective action that may be deemed appropriate. Any underspending achieved by the end of the year will reduce the need to call on the Council’s reserves for 2024/25 which was originally expected to be in the region of £404,200 when the base budget was agreed. There are a number of areas where spend is in excess of the budget and some areas are likely to continue to be overspent through to the end of the financial year. However, current forecasts against the base budget are predicting that the half-way position overall will continue to the end of the year. It therefore remains appropriate to continue to monitor financial performance closely over the remainder of the financial year to ensure that any slippage does not change this position or adversely affect the services provided to residents and customers. Food Safety Service Plan 2024-2026

To approve the revised Food Safety Service Plan 2024-2026 as required by the Food Standards Agency. The Food Standards Agency requires a detailed Food Safety Service Plan to demonstrate that the Council has adequate arrangements in place to meet its statutory responsibilities as a Food Authority. This should be updated regularly. The Agency has provided detailed guidance as to how the Plans should be set out and the information they should contain; the revised Plan meets these requirements.

Irrecoverable Debts

The report proposes the approval of the write-off of certain debts over £5,000 which are considered to be irrecoverable. Appendix A to the report lists the debts that are considered irrecoverable. Every effort has been made to recover the debts and, in most cases, there is no further legal action that can be taken.

Communications and Engagement Strategy

To seek approval to consult on the Draft Communications and Engagement Strategy, which sets out proposals for how the Council will communicate and engage with our diverse audiences. The creation and implementation of a new Communications and Engagement Strategy is a key project to be delivered under Priority Six of the Corporate Strategy 2023 – 2029 which aims to ensure we are ‘a responsive, inclusive and innovative Council’. The Communications and Engagement landscape has changed during recent years, with many more people consuming news and engaging online. However, a core group of people prefer to engage using more traditional methods. To ensure we continue to meet the needs of our diverse audiences a draft Communications and Engagement Strategy has been developed. This is based around a series of proposed aims, supporting priorities and projects with which to guide better communications and engagement with both external and internal customers of the Council. Approval is sought to consult on the draft strategy.
