Strategic Planning Committee - Thursday, 23rd October, 2025 7.00 pm
The Strategic Planning Committee met to discuss three proposed developments in Romford: a residential-led mixed-use development at the Liberty Shopping Centre, a supported accommodation building by the YMCA Thames Gateway, and a co-living development at the former Atik nightclub site. Overview & Scrutiny Board - Thursday, 9th October, 2025 7.00 pm
The Havering Council's Overview and Scrutiny Board met to discuss budget savings, HR metrics, the improvement and transformation action plan, and cabinet responses to scrutiny recommendations. Councillors reviewed progress on savings targets, scrutinised workforce data, and discussed the future of the Havering Volunteer Centre. The board also considered how to improve the scrutiny process itself.
BREWDOG, Licensing Sub-Committee - Tuesday, 7th October, 2025 10.30 am
The Havering Council Licensing Sub-Committee met to discuss an application from Bailey's Bar Limited, trading as Brewdog Upminster, for a variation to their premises licence. The committee decided to adjourn the meeting to allow for further investigation into noise levels and discrepancies in the application. As part of the adjournment, the committee requested that the environmental health noise team obtain an ambient noise reading for the area, and that the applicant and the environmental health noise team attempt to reach an agreement.
DARTS KNIGHT, Licensing Sub-Committee - Thursday, 2nd October, 2025 10.30 am
The Licensing Sub-Committee granted a premises licence to Darts Knight Ltd, located at 27 Station Lane, Hornchurch, for the on-supply of alcohol from 10am to 11pm, Monday to Sunday. The committee added a condition to the licence stipulating that alcohol sales must be ancillary to the booking of a lane for playing darts. The applicant, David Knight, agreed to this condition.

The Strategic Planning Committee met to discuss a development presentation for the proposed redevelopment of the former Homebase site on Davidson Way in Romford. The proposal includes demolishing the existing building and constructing a residential-led development with commercial spaces, a primary school, and a public park.
