Corporate Performance - approach and indicators

A new Performance Management Framework which sets out how the council intends to manage organisation performance has been considered. As part of this, refreshed corporate performance indicators are proposed to track the council’s progress with the Corporate plan 2024-28.

Port of Ramsgate - Future Delivery Project

A report was presented to Cabinet to update on the Port of Ramsgate Future Delivery Project which focuses upon the long term sustainability of the Port of Ramsgate. This includes the concession operator procurement process which started in August 2024 and was formally abandoned in January 2025.   The report recommended that previously approved plans to implement a concession port operator model, supported by a grant from Pathfinder funding, be formally ended. The report set out that this proposal did not change the overarching objectives for the port, which include ending the revenue deficit position and delivering a sustainable solution for the port in the long term.   The report also recommended that further options be developed to deliver a sustainable long term solution for the port, with those options being brought back to Cabinet in the autumn of 2025.   The report also described the rationale for reallocating £7.6m of Ramsgate Pathfinder funding away from the Port Future Delivery Project due to the deadline for spending that funding. That recommendation is the subject of a separate report to Cabinet.

Youth Service Provision Working Party Report

On 24 April 2025 Cabinet was presented with the findings of the Youth Service Provision Review Working Party which looked into youth provision in Thanet and how Thanet District Council could support such provisions in the district, taking into consideration the functions a district council could provide. This scrutiny review led to some findings and proposals being put forward for Cabinet consideration and response as well as senior management comments. Cabinet agrees with the importance of engaging and supporting young people.

Pathfinder Programme - funding reallocations

The requirement to reallocate funding within the Simplification Pathfinder Pilot programme from the Ministry of Housing, Communities and Local Government, following the formal decision to close the Pathfinder Port Infrastructure project, within the Green Port Intervention.   The funding reallocation was for the Green Campus, Clock House, Harbour Placemaking, Broad Street, Fishing Facilities and to Contingency.   As the Accountable Body for the projects within the Simplification Pathfinder Pilot, the council is the ultimate decision maker.

Redevelopment of 10-13 Edgar Road, Cliftonville in the Housing Revenue Account

The council purchased 10-13 Edgar Road in 2023 using the final tranche of approved Housing Revenue Account funding for the Live Margate programme. This report seeks permission from Cabinet members to proceed with the redevelopment of 10-13 Edgar Road. The forecast cost of the redevelopment is £2,788,274 inclusive of fees and expenses, with construction costs calculated as £2.49m.
