Place Overview & Scrutiny Sub Committee - Tuesday, 9th September, 2025 7.00 pm
The Place Overview & Scrutiny Sub-Committee met to discuss and note the updated Conservation Area Appraisal and Management Plans (CAAMPs) for Romford, Rainham and Gidea Park, and to receive an update on the Community Infrastructure Levy (CIL), including income, allocations, and spending. The committee was asked to provide comments on the allocations and discuss the implications of a Neighbourhood Plan on CIL.

The Havering Council meeting on 3 September 2025 included discussion of a motion regarding houses in multiple occupation (HMOs), a debate on Mercury Land Holdings (MLH), and member questions on topics ranging from allotment sites to school street zones. The council agreed to prepare evidence for widening Article 4 directions[^2] to include all detached homes, but rejected a motion to revise the MLH business plan to focus on social homes.
