Under the above Act the Council licences Hackney Carriage (HC) and Private Hire Vehicle (PHV) drivers within the Borough. Before granting or renewing licences the Council, as Licensing Authority, must be satisfied that the applicant is a fit and proper person to hold a driver's licence.
