Additional Private Hire Operator Condition

The Taxi Licensing Service are seeing an increasing number of licensed drivers advising the Service about medical conditions which call into question whether they are fit and proper to hold a licence. There is a separate driver licence condition that requires individuals to advise the Service immediately of medical matters and in any event before driving a licensed vehicle but individuals may not advise the Service of this for a range of reasons, including that they want to continue to drive a licensed vehicle despite the risks. The Service may hear about medical issues from another driver or other third party, but in more recent instances, it has become clear that the Private Hire Operator was aware of an individuals medical issues, but the driver has been allowed to continue to drive by the Private Hire Operator. The Service are not concerned about minor matters, but it is an issue where a driver has suffered a medical episode, had a change in medication or other matter which impacts their driving ability and/or where they would not meet the Councils required Group II Medical Standards. This in turn compromises driver safety, other road users, pedestrians and the travelling public, presenting a public safety risk.

New Additional Fees (Animal Activity Licensing)

The Council as Licensing Authority are responsible for all animal activity licensing and this service is meant to be, as far as possible, self-financing, without recourse to the General Fund. It is proposed the following additional fees be included to cover the various activities required to fulfil the Licensing Authority obligations. These fees are in addition to those already approved. Additional fees and charges would apply to the following activities: - Dog daycare (Commercial) - Home Boarding - Boarding For Cats and Dogs - Hiring Out Horses - Exhibition of Animals - Sale of Animals as pets - Breeding Licence Variation – this would include changes during the licence term, including the number of animals used, a change in layout and other modifications to the licence to apply to all of the above activities - £250 Re-score - to apply to all the above activities except Exhibition of Animals where a premises licence holder seeks to be re-scored during the currency of a licence (often following actions to address action points and improve the setting) - £160 Appeal Rating Decision – to apply to all the above activities except Exhibition of Animals - £150 Copy of Licence - £10.50 In accordance with the Constitution, the Cabinet Member for Public Protection was consulted, and was in agreement, with these additional fees.

Award of Contract: Manor Royal Gigabit Projects (Towns Fund)

Irrecoverable Debts 2024-2025 (Under £50,000) (Part 2)

While the Council endeavours to collect all debts due to the Council, there will inevitably be some debts that remain irrecoverable. Individual debts of up to £50,000 can be written-off using delegated powers.  Decisions on irrecoverable debts of this financial level will be considered twice annually, this is part 2 of the 2024/25 write-offs.
