The County Council meeting on 22 October 2025 saw the approval of a new Council Plan for 2025-2030, which outlines the council's priorities and ambitions for the next five years. A significant debate also took place regarding an amendment to the Member Code of Conduct concerning freedom of expression, which was ultimately carried.

Statutory Licensing Sub-Committee - Wednesday 17 September 2025 1.00 pm

The Statutory Licensing Sub-Committee met to consider an application for a new premises licence for 5a North Road, Durham. The sub-committee heard objections from Durham Constabulary, Environmental Health, City of Durham Parish Council, Crossgate Community Partnership, and local residents, before adjourning to discuss the application in private. The decision of the sub-committee will be made public in due course.

Highways Committee - Tuesday 16 September 2025 9.30 am

The Highways Committee met to discuss proposed traffic calming measures and parking restrictions in several areas. Councillors endorsed proposals for traffic calming in Kelloe and new parking restrictions in Blackhall, Blackhill and Shotley Bridge, Chester-le-Street and Birtley, and Coxhoe, all of which will now proceed for a final decision by the Corporate Director of Neighbourhoods and Environment. The committee also approved a Definitive Map Modification Order related to public footpaths near Esh.

Special, Statutory Licensing Sub-Committee - Wednesday 10 September 2025 1.00 pm

The Statutory Licensing Sub-Committee of County Durham Council met to consider an application to review the club premises certificate for the Barnard Castle Workingmen's Club and Institute (also referred to as Barnard Castle WMC). The application for review was made by Durham Constabulary, and a representation was also received from Mr Martyn Radcliffe. The sub-committee was scheduled to discuss the licensing objectives and consider what steps, if any, were appropriate to promote them.

The Statutory Licensing Sub-Committee of Durham County Council met to consider an application for a new premises licence. The application was for the United Lounge at the Riverside Sports Complex in Chester-le-Street. The sub-committee was scheduled to hear arguments for and against the application.
