Strategic Planning Committee Chairman

The Strategic Planning Committee is scheduled to meet to discuss a number of planning applications and development proposals. The most significant item on the agenda is the proposal for a new special educational needs and disabilities (SEND) school on Balgores Lane, but the committee will also consider a development presentation for a new Havering Islamic Community Centre on South Street. The committee will also review the minutes from their previous meeting.

Governance Committee - Wednesday, 26th November, 2025 7.00 pm

The Governance Committee of Havering Council convened to discuss several key issues, including polling place changes, constitutional reviews, staff member voting rights on the Pensions Committee, and the governance of Mercury Land Holdings (MLH). The committee endorsed a change to a polling place, recommended constitutional amendments for approval by the full council, and agreed to allow voting rights for a staff representative on the Pensions Committee. Additionally, the committee requested a briefing on the governance and direction of MLH.

The Strategic Planning Committee met to discuss a pre-application for a new Islamic Community Centre on South Street, Romford and a hybrid planning application for the redevelopment of the Farnham and Hilldene Estate, approving the latter with additional conditions relating to noise and deliveries. The committee deferred making any decision on the former, pending further information about traffic management and parking.

The Strategic Planning Committee met to discuss three proposed developments in Romford: a residential-led mixed-use development at the Liberty Shopping Centre, a supported accommodation building by the YMCA Thames Gateway, and a co-living development at the former Atik nightclub site. Councillors did not make any planning decisions at this meeting, but raised questions and concerns about each proposal for the developers and planning officers to consider.
