Health and Adult Social Care Scrutiny - Wednesday, 3rd December, 2025 7.00 pm
The Health and Adult Social Care Scrutiny were scheduled to meet to discuss the Safeguarding Adults Board Strategic Plan for 2025-28, and to receive an update from Whipps Cross Hospital (Barts Health NHS Trust) on the findings of a Care Quality Commission (CQC) report. Councillors were also expected to review the committee's forward plan, action tracker and recommendations tracker.

The Waltham Forest Council Cabinet met to discuss and approve a range of strategic and financial matters, including the Special Educational Needs and Disability (SEND) Strategy, the Avenue Road Estate regeneration project, and the continuation of the Council Tax Support scheme. They also reviewed the budget, fees and charges, and updates on the Mission Waltham Forest programme. All recommendations were approved, some subject to the call-in process[^2].

The Waltham Forest Council cabinet approved a new strategy to address the increasing demand for temporary accommodation in the borough, as well as a new agreement to provide integrated mental health services. Councillor Grace Williams, Leader of the Council, thanked Councillor Ahsan Khan, Deputy Leader (Housing and Regeneration) and Councillor Louise Mitchell, Portfolio Lead Member - Adults and Health, for their leadership on these issues.

Councillor Grace Williams, Leader of the Council, chaired a meeting of the Waltham Forest Council cabinet on 7 October 2025, where members discussed early intervention and prevention strategies, housing updates, and changes to the Minimum Income Guarantee uplift. The cabinet approved recommendations concerning early intervention and prevention, the Housing Strategy Year One update, and changes to the Minimum Income Guarantee uplift. They also agreed to the council taking on the development manager role for the London Secure Children's Home proposals.

The Health and Adult Social Care Scrutiny Committee were scheduled to meet to discuss a number of topics, including a proposal to enter into a new Section 75 agreement[^2] with North East London Foundation Trust (NELFT), and proposed changes to the Minimum Income Guarantee uplift. The committee was also expected to review the draft forward plan for the 2025/26 municipal year.
