Hirst Wood Nurseries, Hirst Mill Crescent, Saltaire,
Shipley
Resolved –
That
the application be approved subject to the conditions set out in
the Strategic Director, Place’ technical report (Document
“A”) with the following amendment to replace condition
3:
Prior
to the commencement of the development hereby permitted, a method
statement shall be submitted to, and approved in writing by, the
Local Planning Authority showing detailed measures to safeguard
Hirst Mill Swing Bridge from damage from construction vehicles
entering and leaving the site. Details shall include information on
the maximum size of vehicles proposed to utilise the bridge, and
measures that will be undertaken in the event of any collision with
the bridge structure. Thereafter, the approved details shall be
implemented in full and maintained throughout the construction
period.
Reason: To ensure that damage to Hirst Mill Swing Bridge is
avoided, to ensure that safe access to existing properties on Hirst
Mill Lane can be retained, in accordance with the aims of Policy
DS5 of the Core Strategy Development Plan Document.

That
the application be approved subject to the conditions set out in

That
the application be approved subject to the conditions set out in
the Strategic Director, Place’ technical report (Document
“A”)
(Informative: The
applicant should be aware that advertisements and signs are
controlled under the separate provisions of the Town and Country
Planning (Control of Advertisement) Regulations, 2007).
D.
Dowley Cottage, Dowley Gap Lane, Bingley
Resolved –
That
the application be approved subject to the following conditions as
Members deemed the extension did not represent a disproportionate
addition to the host dwelling, being of an acceptable scale and did
not represent inappropriate development in the Green Belt.
Condition 1
The
development hereby permitted shall be constructed using natural
stone walling and slate roofing materials to match the existing
dwelling as specified on the approved drawings. The stonework shall
be sized, coursed and pointed to match the existing dwelling;
pointing shall be flush with or slightly recessed from the face of
the stone - 'ribbon' or 'strap' pointing shall not be used.
Reason: To ensure the use of appropriate materials in the interests
of general visual amenity and the character and appearance of the
Leeds-Liverpool Canal Conservation Area and to accord with policies
DS1, DS3 and EN3 of the Core Strategy Development Plan
Document.
Condition 2
Notwithstanding the provisions of The Town and Country Planning
(General Permitted Development) (England) Order 2015 (or any
subsequent equivalent legislation) no development falling within
Classes A to E of Part 1 of Schedule 2 of the said Order shall
subsequently be carried out to the dwelling without the prior
express written permission of the Local Planning Authority.
Reason: To ensure that the Local Planning Authority retains
reasonable control over future development at the property that may
have implications for the openness of the Green Belt and to accord
with the National Planning Policy Framework.
