Purpose
The principal rationale for this decision is that the current
nature and scale of financial pressures on the Council requires a
Director of Finance who reports directly to the Chief Executive,
and whose duties are entirely finance related, rather than also
incorporating wider responsibilities in other important areas, to
ensure that the post holder has the time to focus entirely on the
administration of the financial affairs of the Council, and other
functions of the Chief Financial Officer set out in Articles 14.14
to 14.18 of the Constitution.
Content
a) To amend the current senior management
structure of the Council so that the post of Director of Finance
and IT is reconfigured to become Director of Finance with
responsibility for Audit, Insurance and Risk only, and the post is
moved out of the Department of Corporate Resources and into the
Office of Chief Executive, reporting directly to the Chief
Executive.
b) To remove responsibility for IT, Transformation, Corporate Fraud
Unit and Information Governance, and Procurement from the role of
Director of Finance and to retain these elements within Corporate
Resources, temporarily all Heads of Service (or equivalent) will
report directly into the Strategic Director.
c) To review the job profile and grade of the revised role. Any
changes to the grade will be taken to full Council to consider, in
accordance with the Council’s Pay Policy
