Purpose

This Decision Sheet presents 24 formal
objections, received in response to the formal advertising of
various traffic calming features on Carr Lane, Morton Lane, Main
Road and Otley Road, East Morton. (as identified within Drawing No.
P/HS/THN/105750/CON-5A (5 sheets) (attached as Appendix A)).
This scheme is in response to higher-than-expected speeds within
the existing East Morton Village 20mph zone and calls by residents
to improve the situation as it is reported that residents can have
issues crossing Main Road due to vehicle speeds and/or
volumes.
A consultation open evening was held at East Morton Institute
showcasing a traffic calming scheme and the subsequent plans
advertised reflected feedback from those that attended/commented
online.
The Council has proposed to introduce 4 pairs of traffic cushions
on Morton Lane, 1 speed table on Carr Lane, 1 speed table (with an
uncontrolled crossing point), a pair of traffic cushions and a
priority give-way on Main Road and 1 speed table, 4 pairs of
traffic cushions and a priority give-way on Otley Road, East
Morton.
Various traffic calming measures have been used, as determined by
Consultation feedback, road layout, nearby properties and
visibility, so that all road users are impacted by the introduction
of the proposed features.

Content

i) That the proposed traffic calming features
on Carr Lane, Morton Lane, Main Road and Otley Road, East Morton
(as shown within Drawing No. P/HS/THN/10/CON-A (attached in
Appendix A of this Decision Sheet)) be approved and implemented
with immediate effect.
ii) That the objectors be advised accordingly.
