Purpose

This report sets out the background and
purpose of the Bradford, Keighley, Shipley and Bingley Development
Frameworks.  It outlines the process of
their development and the opportunities to shape the frameworks
throughout that process.  This report
seeks endorsement for the final frameworks and sets out options for
next steps.
