Purpose
The City Regional Sustainable Transport
Settlement (CRSTS) programme in West Yorkshire is a significant
investment aimed at providing an integrated and inclusive transport
network.
The CRSTS programme also supersedes the Local Transport Plan (LTP)
funding. Under the LTP, funds were allocated through block
allocations, whereas CRSTS now operates via grant funding
agreements, allowing funds to be drawn down retrospectively.
The West Yorkshire Combined Authority (WYCA) are the funding
provider and Bradford Council are the Recipient for projects within
the Bradford district.
The matter to be considered is the consent to sign agreements to
the grant, deed of variations for the CRSTS projects and to
authorise the development and delivery of projects within the CRSTS
programme as shown in Table 1.
