Purpose

This report will set out the proposed
additional Active Travel Funding grant allocated to the City of
Bradford Metropolitan District Council (Bradford Council) from the
West Yorkshire Combined authority (WYCA) to allow both development
and delivery progress to be made on several active travel schemes.
The report requests approval to accept the grant funding allocation
and progress with the development, delivery and subsequent draw
down of the full external grant funding allocation.

Content

That Executive:
 

(1)         
Approved the ongoing and future Active
Travel programme       which included the ongoing
and future expenditure for    
development and delivery of the projects as set out in Appendix 2
to Document “D”.

 
(2)       Delegated
authority to the Strategic Director of Place in   conjunction with the Interim Strategic
Director of Corporate Resources and the Director of Legal and
Governance to            
enter into      any Grant
Funding Agreement or Deed of Variation required to            
secure funding for the delivery of the Active Travel Fund
          
programme.
 
(3)       Delegated
authority to the Strategic Director of Place, in consultation with
the Interim Strategic Director of         Corporate
    Resources, the Director of
Legal and Governance and the      Portfolio Holder to:
 

i)        Manage
the ATF scheme programme as appropriate to meet changing
circumstances including adding to or substituting schemes listed in
Appendix 2 to Document “D” within the limit of approved
grant funding.

 

ii)     As
may be required, secure the procurement of specialist external
services having regard to the Council’s Contract Standing
Order and UK procurement legislation to advise the Council on
matters relating to the delivery of proposals.
 
(4)       Noted that the
delivery and expenditure on the Active                 
Travel programme will be subject to an annual report to
        
Executive for each of the remaining years of the
programme.
