Resolved –
 
On a balance of
probabilities and in light of the West Yorkshire Police evidence
relating to public safety, the Panel is not convinced that public
safety issues would be fully addressed in respect of the proposed
event at the premises and therefore uphold the West Yorkshire
Police objection and serve a Counter Notice, preventing the
event from taking place.
 
Advisory: The Chair recommended the applicant
exploring a full premises licence and to work closely
with partners to avoid future issues.
