Purpose

The report seeks approval for the
establishment of a Joint Committee by West Yorkshire Combined
Authority to oversee the preparation of a Joint Development Plan
Document (Spatial Development Framework) which on adoption would
from part of the Local plan. The document would provide a high
level commitment and strategic policies relating to the West
Yorkshire Mass Transit system.

Content

Resolved –
 

(1)          
That the agreement to prepare a joint Mass Transit Spatial
Development Framework Part 1 Joint Development Plan Document (DPD)
be recommended to Council.

 

(2)          
That setting up a Joint Members Committee to oversee the
drafting of the joint Mass Transit Spatial Development Framework
Part 1 Joint DPD be approved.

 

(3)          
That Executive will agree the member who will attend on behalf
of the Local Planning Authority and serve in line with the Terms of
Reference.

 

(4)          
That the decision to undertake initial Regulation 18
consultation and Regulation 19 consultation on the draft joint Mass
Transit Spatial Development Framework JDPD be delegated to the
Joint Members Committee.

 

(5)          
That the Executive delegate authority to approve initial early
engagement and public consultation (Regulation 18) on the draft
joint Mass Transit Spatial Development Framework JDPD and to
prepare the submission draft and consultation on the submission
draft (Regulation 19) to the Joint Members Committee.
