Purpose

Amendments to be made to the recently
advertised Movement Order associated with the TCF City Centre
Cycling and Walking Improvement
Scheme. The proposed changes are to Schedule 1 (Proposed Prohibited
Left Turn) which was advertised with no site-specific exemption
meaning the banned left turn manoeuvres are for all vehicles and
road users. The banned left turns are on Kirkgate turning left onto
Sunbridge Road and Sunbridge Road turning left onto Godwin Street.
The proposed amendment we are seeking to Schedule 1 is for the
banned left turns to remain, but the exemption will be for all
vehicles and road user under 7.5 tonnes. We have received queries
from residents as well as the taxi companies who are concerned that
the banned turns are adding further time to their and their
customers journeys. With all construction works at these locations
being complete a review has been undertaken to see who can make the
left turn manoeuvres without mounting the kerb, causing safety
issues to pedestrians, and it has been determined that any vehicle
under 7.5 tonnes can make the manoeuvre. Talks have also been
undertaken with the Signals team who can amend the timing of the
Signals and pedestrian movements phase to accommodate the new
proposals. The amendments will satisfy those consultees who
questioned the banned manoeuvres as well as benefit the scheme and
benefit more road users such as residents and taxi services than
what has been advertised under Schedule 1.

1) That the amendments to the site-specific
exemptions on Schedule 1 of the recently advertised Movement Order
associated with the TCF City Centre Cycling and Walking Improvement
Scheme be changed to except vehicle under 7.5 tonnes and that the
order be sealed.
