Purpose

associated with Fly-tipping, littering and householder duty of care
offences.

Resolved –
 

(1)          
That the proposal to increase fines for environmental offences
that will come into force from the 1 October 2025 as follows be
approved –

 

Fly-tipping:

• £1,000 for serious offences – High level

• £400 (discounted to £300 for early payment) -
Medium level

• £150 - Low level

 

Littering: • £150 (discounted to £100 for early
payment).

 

Householder Duty of Care:

• £400 (discounted to £250 for early payment).

 

(2)          
That the implementation of the commercial waste charging
structure and its intended benefits in promoting responsible
disposal, sustaining income, and reducing environmental harm
associated with illegal waste activity be noted.
