(1) 
That the revised Financial Regulations as
detailed in Document “S”, be recommended to Full
Council on the 9 December 2025, for adoption.
 

(2) 
That the Section 151 Officer be granted delegated
authority to make minor amendments to the Financial Regulations
should the need occur. Any minor changes that are made to the
Financial Regulations to be reported to the Governance and Audit
Committee.
