Resolved –
 
That having
considered the evidence contained in the report of the Assistant
Director Stronger Communities and Regulatory Services (Document
“AC”), the published statement of licensing policy and
relevant guidance, evidence from West Yorkshire Police to support
the licensing policy objectives:
 

The Protection of Children from
Harm objective of the Licensing Act.
The Prevention of Crime and
Disorder objective of the Licensing Act.
The Prevention of Public Nuisance
objective of the Licensing Act.
The Public Safety objective of
the Licensing Act.

 
The Panel does not
have the confidence that the Applicant will meet any of the
licensing objectives and therefore, the Panel refuses the
application.
