Resolved –

That the application be refused for the reasons:

  1. That due to the lack of sufficient outdoor amenity space at both properties, this would provide an unacceptable standard of amenity for future occupants of the proposed C2 accommodation. The proposal is therefore contrary to Policy DS5 of the adopted Core Strategy. Development Plan Document.
  1. That by virtue of the site’s lack of off-street parking capacity, the proposal will lead to an intensification of on street parking, further exacerbating existing on street parking issues on Wicken Lane due to the narrow road serving numerous existing residential properties.

The proposal would therefore create conditions that are prejudicial to both highway and pedestrian safety, conflicting with DS4 and TR2 of the Adopted Core Strategy Development Plan Document and Paragraph 116 of the National Planning Policy Framework.
